Description
This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 05-08. The provisions @ FAR 52.212-1 Instructions to Offerors ? Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items apply. The U.S. General Services Administration (GSA) Upstate New York Service Center announces its requirement to procure commercial items and commercial installation services for the installation of Institutional Furniture at the Department of Homeland Security Detention Facility located in Batavia, New York. The Scope of Work includes but is not limited to providing supervision, equipment, labor, material and installation of fiberglass form molded Institutional Furniture (upper and lower beds with ladder support, and double wall mounted open locker.) The installation of the bed units consist of 24 universal lower floor mounted beds and 24 universal wall mounted upper beds in conjunction as a system with integrated bed stairs and 24 double wall mounted open lockers. 1.0 Background Information 1.1 The Batavia Detention Facility is expanding their current Dormitory Bed Capacity from 56 beds per POD to 64 beds per POD. This requires installation of 8 beds per POD for a total of 6 PODs. Therefore, 4 Bed Systems are required to be installed in an occupied detention POD. 2.0 General 2.1 Maintenance Free Institutional Bed Systems 2.1.1 Total of 24 Bed Systems Required 2.1.2 Each System to consist of 2.1.2.1 One Wall mounted lower bed 2.1.2.2 One wall mounted upper bed 2.1.2.3 One ladder (per configuration of existing beds ? see photo A) 2.1.2.4 One double wall mounted open locker (4 shelves vertically oriented) 2.2 No breakable parts 2.3 Fixed placement 2.4 Configuration and installation methods prevent contraband 2.5 No sharp edges 2.6 Configuration and installation does not foster a suicide attempt 2.7 Excellent durability 2.8 Aesthetically compliments existing bed systems 3.0 Dimensions 3.1 Lower Bed 3.1.1 Width: 32 ??; Mattress Platform 30? 3.1.2 Length: 80?; Mattress Platform 76? 3.2 Upper Bed 3.2.1 Width: 32 ??; Mattress Platform 30? 3.2.2 Length: 80?; Mattress Platform 76? 3.3 Four Shelf Vertical Wall Locker Unit 3.3.1 Height: 63? 3.3.2 Width: 28? 3.3.3 Each Shelf: 19?wide x 10?deep 4.0 Composition ? Samples must be provided 6.0 Performance Testing Standards and Requirements 6.1 Fire Retardant 6.1.1 Must conform with ASTM E84 Steiner Tunnel Flame Spread Test 6.2 Compliance with 6.2.1 ASTM D 2583 Barcol Hardness 6.2.2 ASTM D 2584-68 (1979) Standard Test Method for Ignition Loss 6.2.3 ASTM D 790-71 Izod Impact, notched 6.2.4 ASTM D 638-76 Adhesion 6.2.5 ASTM D 256 Plastics 7.0 Submittals 7.1 Product Material 7.2 Product Dimensions 7.3 Product Installation/Mounting Methods 7.4 Product Finish and Color 7.5 MSDS for any products and/or epoxy products used 8.0 Installation Requirements 8.1 PODs will be occupied by detainees, guard escorts will be provided 8.2 All installation tools and equipment must be inventoried and secured at all times. 8.3 A full system should be installed complete prior to stopping of daily work activities. 8.4 Work to be performed in PODs between the hours of 8AM to 4PM 8.5 Work activities may be interrupted during detainee counts, meal times, and facility operational activities. 8.6 Installation requires compliance with ACA standards 8.7 Seams along walls and adjacent components require sealing with epoxy to prevent hiding of contraband. (The separation wall between existing fiberglass bunk systems is for privacy and provides no structural support to the upper bed in a cantilevered fashion. The existing bed systems are structurally supported at the free end by the integrated ladder and structural reinforcement.) This work is anticipated to begin in the summer 2006 and be completed no later than early Fall of 2006. The North American Industry Classification System (NAICS) code is 337127 and the size standard is 500 employees. A firm, fixed-price contract will be awarded. It is the Government's intention to make award to the lowest-priced, responsive, responsible offeror found to be technically acceptable and whose price is found to be fair and reasonable. However, the Government reserves the right to conduct negotiations if it is determined to be in its best interest to do so.
