Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation document will not be issued. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-06. The NAICS code for this requirement is 423490. The size standard is 100 employees, 100% Small Business set-aside The Center for Domestic Preparedness has a requirement for M 910 E00 003 - UC AP4C – CHEMICAL AGENT DECTECTOR UNIT / KIT. Items are as follows: (Brand Name or Equal) The Collective Unit AP4C includes: - 1 AP4C - 2 Hydrogen storage devices - 2 AP4C batteries - 1 Spare sampling nozzle - 1 S4PE: Persistent substances sampling system - 2 S4PE batteries - 1 Box of 10 sampling scrapers - 1 S4PE sampling tube for AP4C/TIMs - 1 Box of 10 test scrapers - 1 Buzzer - 1 Technical guide The equipment is packaged in a fitted black transport case. Characteristics Intrinsically safe unit for use in explosive atmospheres Case Size (LxWxH): 460 mm x 380 mm x 170 mm (18.10” x 7.10” x 4.70”) Weight of the full case: 6 Kg Storage temperature: -39°C to +71°C (-38.2°F to +160°F) Rain Proof Decontaminable body/interchangeable wedging Shock proof and withstands being dropped from 39.4 inches high It can be used to detect Toxic Industrial Materials (TIMs) and CW agents in the form of vapor or aerosols such as: Nerve agents for example (GA, GB, GD, GF, GE, VX, VE, VG, VS) Blister agents for example (HD, HL, L, PD, ED, MD) Blood Agents for example (SA, AC) Vomiting agents for example (DA, DM, DC) Flammable hydrocarbons for example (Propane, Acetylene, Ethylene, Methane) TICs & TIMs for example (Ammonia, Parathion, Nitroglycerin, Dimethylamine) Precursors for example (Pinacolyl alcohol, Methylamine, Triethyl phosphate) The detector is particularly suitable for use in rough conditions: fast turn-on, immediate identification and measurements, single-handed operation, simplicity of use, can be turned off without precautions. The detector is a flame spectrophotometer. The air containing the toxic agent is drawn in and heated to a high temperature in a hydrogen burner. This reduces the compound to individual elements which emit rays in their spectral characteristic giving accurate detection and quantification. Pricing should be FOB: Destination, Delivery should be within 30 days after receipt of order. PROVISIONS AND CLAUSES: All quotations must include a completed 52.212-3 (Mar 2005), Offeror Representations and Certifications/Commercial Items or certify that annual representations and certifications have been completed via the Online Representation and Certification Application (ORCA) via the ORCA website at www.bpn.gov. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical acceptability of item offered to meet Government requirement and (2) Price and price related factors. Inquiries and information received after the established deadline shall not be considered for this particular acquisition. Pursuant to the Brand Name or Equal clause; the offeror must provide descriptive literature of item being offered. Equal will be evaluated based on the information furnished by the offeror.
