Description

This is a special notice as the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a single source purchase order using Simplified Acquisition procedures with the Rural School and Community Trust under the authority of 41 U.S.C. 253c(1) as implemented by FAR 6.302, Federal Acquisition Circular (FAC) 2005-07. NOAA seeks to acquire support services for to write, design, produce and disseminate a handbook that will describe how to design and implement Local Fisheries Knowledge projects (LFK projects) in public education venues and local communities. The Rural School and Community Trust implemented the original project and is the only available source with the proprietary data in the form of the original project materials, and is the only supplier with unique capabilities for the completion of the project. Notwithstanding the Government?s intent to negotiate this requirement with the Rural School and Community Trust, under the authority of 41 USC253(c)(1), responsible sources may submit a statement of qualifications which, if timely received, will be considered by NOAA. Responses must be received by April 6, 2006. Responses may be faxed to (301) 713-0806 or e-mailed to sandra.shaffner@noaa.gov. The period of performance for this requirement is expected to be fifteen months and the budgeted amount is $30,000.
