- The Bureau of the Census intends to negotiate on a sole source basis with Shirley Boswell, Brandywine, MD to provide advice and assistance to the Economic Planning and Coordination Division (EPCD) on the development of economic census commercial printing forms, envelopes, information sheets and letters; coordinate and prepare quality printing contracts that include all specifications and quality requirements; assist in press inspections and acceptance testing of stuffed packages, as well as, materials used in those packages and provide advice for the Economic Programs Directorate regarding the commercial printing process. Commercial forms printing are centrally important to the Economic Programs Directorate because it provides the process to print, stuff and deliver the best quality-mailing package that meets the Government Printing Office (GPO) printing requirements, National Processing Center (NPC) requirements for labeling and the U.S. Postal Service envelope requirements. The Census Bureau feels that Ms. Boswell is uniquely qualified to provide the above services because of her extensive experience and familiarity with the technical and design issues required to meet commercial printing specifications for the 2007 Economic Census. This notice of intent is not a request for competitive bids, however responses received within 15 days from the posting of this notice will be review and evaluated. Interested sources having the capability to provide the above services should submit their capability statement with cost information to linda.a.vance@census.gov. No telephone request will be honored. A determination by the Government not to compete this proposed action based on responses received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement..
