- Description The Kansas City Commodity Office (KCCO), Farm Service Agency, U.S. Department of Agriculture is a buyer of food commodities for various foreign food assistance programs. Additional information about the programs and/or submitting offers on commodities is available at: http://www.fsa.usda.gov/daco/default.htm. All contractors interested in offering commodities shall comply with KCCOs qualification requirements as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). The qualification requirements are available at: http://www.fsa.usda.gov/daco/qualifications.htm The following commodities are classified under NAICS code 311211 and are purchased by Export Operations Division, KCCO. Purchase of Packaged, Bulk and/or Processed Products for Foreign Food Assistance Programs. http://www.fsa.usda.gov/daco/CommRequirements.htm *All Purpose Wheat Flour/Bread Flour (WFBF): Bread flour shall be milled from classes of hard red spring, hard red winter, or hard white wheat as defined in the Official United States Standards for Wheat. All purpose flour shall be milled from wheat of the classes hard red spring, hard red winter, or soft red winter or hard white or soft white wheat, or any combination thereof, as defined in the Official United States Standards for Wheat. Commodity shall be packaged in 50-kilogram woven polypropylene fabric and circular-woven style bags. Technical contact is George Pryor at 816-823-1592. * Hulled Cut Barley (BAR): The hulled cut barley shall be milled from U.S. No. 1 food grade supplies. The barley shall be hulled and cut in accordance with good manufacturing practices. The bran layer shall remain intact for nutritional content. 25 kilograms of product shall be packed in multi-wall paper bags. Technical contact is Daniel Webber at 816-926-2847. *Bulgur Wheat/Soy Fortified Bulgur (BWSF): Bulgur will be milled from wheat of any of the classes defined in the Official Grain Standards of the United States, for wheat except mixtures of wheat of contrasting classes. The product must be blended thoroughly and homogeneously when mixed with calcium and other enrichment ingredients. Commodity shall be packaged in 50-kilogram woven polypropylene fabric and circular-woven style bags. Technical contact is George Pryor at 816-823-1592. *Buckwheat Products (BWP): Buckwheat Groats will be prepared from the buckwheat fruit by separating buckwheat kernels from shells. Buckwheat Grits will be prepared from the buckwheat groats first by separating buckwheat kernels from shells, then by grinding to the desired texture. Buckwheat flour shall be produced from the buckwheat fruit, in which, a certain percent of the hull is retained. The flour shall be white to gray color with black speckles of a medium fine grind texture free flowing and free of caked lumps. Commodity shall be packaged in 50-kilogram woven polypropylene fabric and circular-woven style bags. Technical contact is Jessica Green at 816-823-1876. *Soy-Fortified Sorghum Grits (SFSG): The soy fortified sorghum grits when cooked will be distinctly particulate (individual particles which adhere together to some extent after cooking but shall not disintegrate or otherwise lose their identity) but be tender and palatable. The product shall have a good characteristic taste and odor free from rancid, bitter, musty, sour, and other undesirable or foreign tastes and odors. The product must be blended thoroughly and homogeneously when mixed with calcium and other enrichment ingredients. 25-kilograms of product shall be packed in multi-wall paper bags. When made with bulgur flour, it shall be identical to or lighter in grayish yellow beige color. When made with straight grade flour, it will be identical to or lighter in pale yellow beige color. This is a vitamin and mineral fortified product. 25-kilograms of product shall be packed in multi-wall paper bags. The product shall be of small particle size suitable for use as a dietary supplement for infants and children serving as porridge, gruel, or an extender to other foods. This is a vitamin and mineral fortified product. 25-kilograms of product shall be packed in multi-wall paper bags. The product shall be of small particle size suitable for use as a dietary supplement for infants and children for serving as porridge, gruel, or an extender to other foods. This is a vitamin and mineral fortified product. 25-kilograms of product shall be packed in multi-wall paper bags. The product is designed for use in the preparation of tortillas and similar products to be consumed by both children and adults. 25-kilograms of product shall be packed in multi-wall paper bags. Generally, the cornmeal delivered shall be degermed and meet the requirements of Federal Specification N-C-521E, dated March 3, 1970. In addition to the enrichment ingredients contained in part 3.6.1 of Federal Specification N-C-521E, calcium and Vitamin A Palmitate must be added. 25-kilograms of product shall be packed in multi-wall paper bags.
