Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number DG133W-06-RQ-0346 is issued as a Request for Quotation (RFQ). This solicitation document and the provisions and clauses which are incorporated as part of this solicitation are those in effect through Federal Acquisition Circular 2005-08. The NAICS code for this procurement is 541330 with a small business size standard of $4.5 million average annual receipts. Because the Government expects that only one source can satisfy this requirement in the necessary time frame, this procurement is not a small business set-aside. The line item being acquired is: Item 0001: 1 lot Engineering Services in support of the Next Generation NOAA Wind Profiler acquisition consisting of (1) completion of the development and preparation of recommended Statement of Work/Specification requirements for the acquisition; (2) collection and consolidation of Government-owned background material to establish a technical library which prospective offerors on the wind profiler acquisition may access electronically; (3) development and preparation of a recommended Business Case for the Next Generation NOAA Wind Profiler program for Stage 3 of the National Weather Service (NWS) Operations and Services Improvement Process; (4) development and preparation of a recommended updated Project Plan for Stage 3 of the NWS Operations and Services Improvement Process; and (5) review of the technical content of proposals received on the wind profiler acquisition and preparation of recommendations as to the merit of each proposal?s technical content. Delivery of all deliverable items called for by Item 0001 shall be made F.O.B. Destination to the NWS Wind Profiler Program Manager located at the U.S. Department of Commerce, NOAA, National Weather Service, 1325 East-West Highway, Silver Spring, Maryland 20910. All deliveries shall be completed by September 30, 2006. Interim deliveries shall be completed as follows: Statement of Work/Specification requirements ? April 15, 2006, with revisions as needed; Technical Library ? April 30, 2006, with revisions as needed; Business Case ? May 31, 2006; Updated Project Plan ? May 31, 2006; Merit of technical content of proposals ? July 31, 2006, with revisions as needed. Inspection and acceptance of Item 0001 will take place at destination. The provision at FAR 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition, and there are no addenda to this provision. The Government expects that Delta Epsilon Technologies, LLC is the only source having the requisite knowledge and familiarity with this requirement to be able to perform it in the necessary time frame. The principal of Delta Epsilon Technologies, LLC, has current experience working on the Next Generation NOAA Wind Profiler program. Although NOAA expects that only Delta Epsilon Technologies, LLC is capable of performing this requirement in the necessary time frame, all responsible sources may submit a quotation which shall be considered by NOAA. Each quotation submitted should address the qualifications of the personnel being proposed to perform the work and should contain a thorough discussion of the quoter?s technical approach to performing the work. Further, each quotation, as a condition of being eligible for award, should include statements to the effect that (1) the quoter shall not, either as a prime contractor or as a subcontractor at any tier, propose on the Next Generation NOAA Wind Profiler acquisition (or provide advice to any entity proposing, as a prime contractor or as a subcontractor at any tier, on said acquisition) and (2) after award of the Next Generation NOAA Wind Profiler contract(s), the quoter shall not accept work relating to wind profilers, or any component thereof, from the winning contractor(s) for the duration of the production contract. Additionally, each quotation should identify the quoted price. The Government envisions that this effort will be priced on a firm fixed price basis. The Government will consider for award only those quotations containing the required conflict-of-interest statements, addressed above. The Government will evaluate eligible quotations based on the following evaluation factors listed in descending order of importance: (1) Qualifications of proposed personnel; (2) Technical approach to performing the work; and (3) Price. Any award made by the Government will be (to an eligible quoter) on a best value basis with all factors other than price being significantly more important than price. Quoters must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications, along with the quotation. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition, and there are no addenda to this clause. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition, and the following additional FAR clauses cited in this clause also apply: FAR 52.222-3, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-13, FAR 52.225-16, and FAR 52.232-33. There are no additional contract requirements or terms and conditions applicable to this acquisition. There are no Numbered Notes applicable to this acquisition.
