- Description
- A critical component of the Department of Homeland Security?s Domestic Nuclear Detection Office (DNDO) nuclear countermeasures architecture is a passive gamma and neutron radiation detection portal (termed the Advanced Spectroscopic Portal) suitable for examining cargo containers, trucks, personally owned vehicles, mail and bundled cargo. The Advanced Spectroscopic Portal (ASP) system will use the full gamma radiation spectrum and total neutron count rate from the inspected material to make a detection and identification decision. The gamma radiation detectors in the ASP system utilize thallium enhanced sodium iodide (NaI) crystals to absorb the gamma radiation, and with the assistance of the electronics, the device records the energy of the gamma radiation. Since each isotope in nature gives off a unique energy pattern, the collected data is used to evaluate whether the radiating material is a threat to the public or benign. To obtain contractors to produce and supply these gamma radiation detectors, DNDO is conducting a full and open competition, with the selected firms being awarded production contracts. This solicitation will result in multiple Indefinite Quantity/Indefinite Delivery (IDIQ) contracts. Vendors are requested to propose on various production levels as specified in the solicitation. In addition, a portion of the requirement has been set-aside for small business. A draft of this solicitation was posted on FedBizOps on February 10, 2006. The final version of solicitation has been revised to reflect various changes and to incorporate the results of the industry comment on the draft. Also attached are the questions/comments received on the draft, with the Government?s response. In addition, attached is a redline version of the draft solicitation which reflects the changes that have been made between the draft solicitation that was published on February 10, 2006 and final version of the RFP. In the event of any inconsistency between these documents, the final version of the RFP shall govern. Vendors should note that hard copies of the proposals are to be submitted to the address specified in Section L.4. Any questions on this solicitation must be sent no later than 2:00, March 30, 2006, as specified in section L.3.9. Offerors may send electronic copies of their proposal in addition to the hard copies, however, offerors should note that the electronic transmissions of the proposals are not secure, and are therefore not a requirement of the response. It is the Respondent?s responsibility to periodically review either of these websites for notices, amendments, updates, questions and answers and changes to the posted information. Numbered note 2 is applicable to this acquisition.
