Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ), no.INL 0110-596006. The Government intends to award a firm, fixed price contract for upgrades to two DC-3 aircraft for Colombia per the specifications below. The aircraft are located in Bogota, Colombia. Requirement will include ferry service from Bogota, Colombia to Contractor facility and return ferry service of completed, upgraded aircraft. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The Government intends to award a firm, fixed price contract. SPECIFICATION ITEM 0001 - The following provides the specifications for the modification of one Douglas DC-3 Colombian tail number PNC 0211. BASIC Modification: Install EGPWS (NVG Compatible), Install RDR 2000 Radar, Install KMD 550/850-NVG Multifunction Display, Install Garmin 430-NVG GPS/NAV/COM, Install Howell ITT - indicator (2 per aircraft and NVG compatible), modify cockpit to be NVG/NVIS compatible, install chemical toilet and lavatory floor, modify aircraft and install palletized roller system, install light weight cargo floor with 6 Brownline Tracks, install cabin heat, install aileron servo tab, install 40 side-facing troop seats provide crew to ferry aircraft from Bogot? to site of repair and return to Bogot?. All modifications to be in accordance with STC. ITEM 0002 - The following provides the specifications for the modification of one Douglas DC-3 Colombian tail number PNC 0213. BASIC Modification: Install EGPWS (NVG Compatible), Install Howell IT indicator (2 per aircraft and NVG compatible), modify cockpit to be NVG/NVIS compatible, install chemical toilet and lavatory floor, modify aircraft and install palletized roller system, install light weight cargo floor with 6 Brownline Tracks, replace cockpit electrical system and install auto-feather system, install cabin heat and installation, install utility liner, install 40 oxygen outlets in cabin, install 40 side-facing troop seats , modify flaps for control locks, fuel vent change, 118? propellers and military flight manuals (2 copies), install aileron servo tab, upgrade hydraulic system, provide crew to ferry aircraft from Bogot? to site of repair and return to Bogot?. All modifications to be in accordance with STC. PROPELLERS W/2 MILITARY FLIGHT MANUALS 213 19 1 HYDRAULIC SYSTEM UPGRADE 213 20 2 CREW & FUEL TO FERRY AIRCRAFT FROM BOG TO SERVICE LOCATION AND RETURN 211,213 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The evaluation factors used in this solicitation will be rated acceptable/unacceptable. An unacceptable rating on any factor will be cause to remove the offeror from further consideration. All technically acceptable, responsible offerors will be placed in the competitive range and total price will be the deciding factor. The following is a breakout of the evaluation factors: (i) Ability to meet Statement of Work/Specification requirements. Provide a description of technical ability/capability to upgrade the aircraft in sufficient detail to evaluate compliance with the requirements of the solicitation. Each offeror shall provide sufficient data to substantiate the offerors' ability to meet all requirements of the Statement of Work/Specification. (ii) Ability to provide most expedited delivery of upgrades. (iii) Past performance. Offerors shall provide documentation and references indicating experience and capability in providing aircraft upgrades. (b) Aircraft Inspection. The Government reserves the right to inspect the aircraft if deemed necessary by the Government. The aircraft shall therefore be made available for inspection in the continental United States at the contractor?s facility so that the Government may perform inspection(s) and then have the ability to accept. The offeror and the Government shall agree upon the site and time. All travel expenses for Government personnel shall be at the expense of the Government. All travel by the offeror shall be at the offeror?s expense. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors shall state their standard warranty they offer in their response to the RFQ. Vendors must be registered in the Contractor Central Registry (www.ccr.gov) in order to be considered for award.
