Description
The Propulsion Commodity Council, (Prop CC), located at the Oklahoma City Air Logistics Center, Tinker AFB, OK will host Virtual Industry Days between 24 Mar 06 and 31 May 06. The Virtual Industry Days event will be conducted electronically, with an opportunity for face-to-face meetings at the Lt Governor?s Oklahoma Aerospace Summit & Expo, 1-2 May 06. The focus of the Virtual Industry Days event is the Propulsion Commodity Council?s Source Approval (SAR) Transformation. The Prop CC launched its Group Source Approval initiative to meet the overall Commodity Council competitive strategy goals as follows: reduce total cost, reduce end-to-end cycle time and increase weapons system availability. The Group Source Approval initiative focuses on competitive spares acquisitions within the 2840 Federal Stock Class (FSC); the aircraft engine stationary turbine section components will serve as the pathfinder demonstrating the viability of the approach. The Group Source Approval Initiative The current source approval process requires a manufacturer to submit a source approval package (SAR) for each part number they request approval. The proposed approach allows grouping of similar parts across engine lines, and establishes a Process Matrix for each group. The Process Matrix lists each process spec/standard required to manufacture and inspect each part number and also describe tolerancing, major dimensions, and critical characteristics. The populated Process Matrix is then used to propose the subject part numbers into groups with very similar process requirements. Similarity is based on technical characteristics (geometry, materials, special processes) and required manufacturing and inspection processes. Manufacturers may then submit Group SARs addressing all of the part numbers in the technical group. The USAF will evaluate Group SARs as a whole, and upon approval, issue an approval letter covering each part number in the technical group. This will reduce the number of approval packages and reduce the administrative burden, costs and time for parts acquisition. Group SAR Prototype ? Turbine Stator Pathfinder The Propulsion Commodity Council will prototype the Group SAR concept using Turbine Stator part numbers from the F100, F110, F101, F118, and TF39 engines. Eleven groups of Turbine Stator parts (Groups A through PW) have been predefined (please see Turbine Stator Source Approval Groups attachment). The eleven Turbine Stator groups are not all-inclusive. The US Air Force requests the industry propose additional Turbine Stator NSNs/part numbers for inclusion in Groups A-PW to 448msug.gbmop.propulsion@tinker.af.mil between 24 Mar 06 and 28 April 06. The proposed NSNs/part numbers should be similar in function and required manufacturing and inspection processes as the group for which they are proposed, and be arranged in a Process Matrix (sample Process Matrix attached). The USAF will consider the proposed NSNs/part numbers, and upon approval, add them to the existing Turbine Stator groups, or if warranted, create a new group. The proposed NSNs/part numbers must be current configuration parts, competitively coded, and be managed by the USAF (not DLA) for this effort. First priority for inclusion in a particular group will be given to NSNs/part numbers with the most active USAF usage. All Turbine Stator NSN/part number proposals must be in by April 28, 2006 for the F100, F110, F101, F118, and TF39 engines. Final Turbine Stator Prototype groups are anticipated to be published by 5 May 2006 on Fed Biz Ops for public use. The Oklahoma City Small Business Office will accept Turbine Stator Pathfinder Group SAR packages after 5 May 2006.
