Description
SUBJECT: Tactical Reconnaissance and Counter-concealment Enabled Radar (TRACER) POC Graydon Lutes 732-532-6110 THIS IS A REQUEST FOR INFORMATION ONLY. Director, Intelligence and Information Warfare Directorate (I2WD) is seeking sources and information for an Improved Intelligence, Surveillance & Reconnaissance (ISR) counter-concealment radar for application on an U nmanned Aerial Vehicle (UAV) similar to Predator B. The TRACER system will have a foliage, building and ground penetration capability, to include detection of small roadside targets and buried weapons caches in the open in addition to vehicle-sized targets under foliage. A TRACER system consists of a radar, set of spares and ground components. The ground components include hardware and software necessary for the transmission of radar imagery and data from the radar system onboard the aircraft to the ground for display, exploitation, mission planning and control. The Common Data Format for the ground station software is NITF 2.1 or higher. The software will provide detection reports with appropriate time-tag, geolocation and other information. Three TRACER systems will have to be designed, developed, integrated and tested on an Unmanned Aerial Vehicle (UAV) within a period of 30 months. The TRACER system is intended to have imaging capability that provides increased situational awareness by enabling long-range, wide area detection of targets under camouflage, concealment & deception (CC&D) conditions, and wide area mapping for complex env ironments. TRACER will perform near real-time onboard image formation, change detection and possibly orthorectification. The radar must have a flexible capability to notch on transmit to a depth of 30 dB for user-specified notch-widths larger than 25 KHz . TRACER will be capable of transmission of near real time imagery and data over Government Furnished Equipment (GFE) 45 Mbps Line of Sight (LOS) data link and/or over a 3.2 Mbps satellite link to the ground components. GFE change detection algorithms will b e available if requested. The radar has a primary band which must meet the sensitivity and resolution specifications in the table below. In addition, the radar may have a secondary band which can be used in conjunction with the primary band to meet the target detection and other r equirements. This secondary band need not meet the sensitivity or resolution specifications. A technical approach to meeting the above requirements for a TRACER system. Provide the parameter values that can be obtained above the threshold requirements. 2. Maturity of the payload (i.e., conceptual, developmental, production). 3. Cost/schedule requirements for design, development, integration, and test. No foreign nationals (NOFORN) need apply. Written inputs are requested within 30 days of announcement to Intelligence and Information Warfare Directorate, Radar Application Branch, Bldg 600, Ft. Monmouth, NJ, 07703.
