Description
Description The Communications-Electronics Life Cycle Management Command Acquisition Center on behalf of the Project Manager Tactical Radio Communications Systems (PM TRCS) is seeking available sources to provide support for the switching systems and communications ma nagement systems listed below, in four areas: (1) System Engineering, to include in-plant engineering, retrofitting and reconfiguration, installation, data production, and Contractor Field Service Representatives (CFSRs); (2) Testbed, to include the operat ion, maintenance, and configuration management of a major hardware and software testbed facility, and the performance of communication systems interoperability testing; (3) Fielding/Training, to include on-site and deployed fielding of communications syste ms, User/Operator training, training material development such as Interactive Electronic Tech Manuals (IETMs), Computer Based Training (CBTs), and Quick Reference Guides (QRGs); (4) Depot Maintenance Support, to include deep cleaning, disassembly and reass embly, refurbishment, incidental repairs to system hardware, such as fiber optic cables, specialty cabling for existing systems, and specialty tool kits for ad hoc repairs of fielded systems, and operation of Regional Support Centers (RSCs). Area (1) System Engineering: requires the successful bidder to provide system design and engineering, prototype development, and system integration services, to include the integration of commercial-off-the-shelf communications equipment, to support the o ngoing operations and improvements to the major systems listed below. System engineering tasks under this contract may include, but not be limited to system architecture design, in-plant engineering, retrofitting and reconfiguration, installation, data pr oduction, component manufacturing, configuration control, and quality assurance and inspection, as these disciplines relate to the switching and communications management systems listed below. Under this contract, the successful bidder may be required to design, propose, prototype, and construct new, or upgrade existing communications systems to enhance their technological capabilities as dictated by future requirements. In addition, the contractor may be required to provide Contractor Field Service Repre sentative (CFSR) services on a quick response basis for all existing systems that may be deployed at locations around the world, including CONUS, OCONUS, and hostile warzone locations. The CFSRs should have sufficient expertise and experience with the fie lded systems to enable them to troubleshoot system problems, provide informal over-the-shoulder training, and maintain proper operation of the systems. Area (2) Testbed: requires the successful bidder to establish, operate, maintain, and manage the configuration of a major hardware and software testbed facility, and to perform communication systems interoperability testing as required by individual task orders. The testbed will contain operational examples of all communications management systems fielded by PM TRCS and its predecessor organizations beginning with the AN/TTC-39 family of switches and including all subsequently designed and fielded systems . The inventory of systems in the testbed will allow for hardware and software testing, problem re-creation and resolution, and what-if scenarios required during the development of new variants of existing systems. The successful bidder will provide this testbed capability at their own facility, for the exclusive use of PM TRCS or its authorized Government partners. The contractor will be required to maintain and operate the system testbed facility in CONUS that will be available 365 days a year and will allow system interoperability testing for deployed systems. Area (3) Fielding/Training: requires the successful bidder to provide experienced personnel with the appropriate system engineering expertise to conduct on-site and deployed fielding of co mmunications systems. Fielding efforts that may be required include fielding planning, receipt of furnished materials, distribution and stockage of support equipment, and assembly services required to put all fielded equipment in an operational condition. Individual task orders under this proposed contract may include User/Operator training, development of training material and training equipment including training course curriculum, student manuals, and other leave-behind materials. The successful bidder may be required to conduct training to units that are deployed at locations around the world, including CONUS, OCONUS, and hostile warzone locations. The successful bidder may also be required to provide classroom facilities at these locations. Individual task orders may require the development of Interactive Electronic Tech Manuals (IETMs), Computer Based Training (CBTs) suites, and Quick Reference Guides (QRGs). Area (4) Depot Maintenance Support: requires the successful bidder to establish, maintain, supply, and staff a Maintenance Support Depot facility that can provide disassembly and reassembly, refurbishment, deep cleaning, and incidental repairs to communic ations systems and their associated components. The successful bidder will be required to supply hardware, such as fiber optic cables, specialty cabling for existing systems, and specialty tool kits, to conduct ad hoc repairs of systems in the field, and to operate and maintain Regional Support Centers (RSCs) in forward deployed warzone locations, in addition to a repair and return facility in CONUS. The CONUS facility should be capable of accommodating at least 10 shelterized military vehicles for simult aneous refurbishment. Switching Systems and Communications Management Systems: The four (4) areas of services outlined in the sources sought directly relate to the support of currently fielded configurations of switching and communications management systems including, but not limited to, the following: AN/TTC-39A(V)1, (V)3, (V)4, A N/TTC-39D, AN/TTC-39E, Digital Switch AN/TYC-39/39A, Switch Multiplexing Unit (SMU), AN/TTC-56(V)1 Single Shelter Switch (SSS), AN/TTC-56(V)3 Single Shelter Switch (SSS), Asynchronous Transfer Mode (ATM), Tactical High-Speed Data Network (THSDN), AN/TTC-58 (V) Baseband Node (BBN), Mobile Subscriber Equipment (MSE), Integrated System Control (V)1 and (V)2, Joint Network Management System (JNMS), Vantage. All of the systems listed above have been fielded to multiple units within the Army, Marines, and Air Force, and some of the systems are currently being fielded or will be fielded in the future. The Government does not currently possess complete engineeri ng data, drawings, and specifications for the systems listed above. It is anticipated that the future contract will be a five-year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Government anticipates Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Time and Materials (T&M) delivery orders, depending on the nature of the individual task orders and the determination of the Contracting Officer. Cost reporting will be required on this effort. Delivery schedules will be established with each individual order.
