Description
This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ063012 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-8. NAICS code 324121; size standard of 500 employees. This will be a firm fixed-price, indefinite delivery-indefinite quantity (IDIQ) contract for the period of the base year (from date of award through 9-30-06) and one option year (NTE 9-30-07). Award of the option year will be at the discretion of the Government. MINIMUM/MAXIMUM ORDERS: Minimum services to be rendered will not be less than $10,000 for the contract. The maximum amount of services to be rendered shall be no more than $100,000 for the contract. Delivery orders will be issued against the resultant contract(s). The contractor shall perform no work prior to receipt of a delivery order. SUPPLY AND DELIVER hot bituminous plant mix (asphalt concrete) into Government vehicles at Contractor's plant. The hot mix is required for asphalt surface patching and repair of roads. This solicitation has various locations and estimated quantities are as follows: BASE YEAR - Date of Award through 9/30/04: Item 1, Tenmile - 750 tons, Item 2, North Bend - 750 tons; Item 3, Eugene District - 1,500 tons; Item 4, Medford District (Butte Falls) - 300 tons; Item 5, Grants Pass - 300 tons; Item 6, Roseburg - 1,500 tons. OPTION YEAR 1 - 10/1/06 - 9/30/07: Item 1, Tenmile - 750 tons, Item 2, North Bend - 750 tons; Item 3, Eugene District - 1,500 tons; Item 4, Medford District (Butte Falls) - 300 tons; Item 5, Grants Pass - 300 tons; Item 6, Roseburg - 1,500 tons. TECHNICAL SPECIFICATIONS: 1) Composed of crushed stone or gravel and Performance Based Asphalt (PBA) PBA-5 grade, mixed in a hot plant (either batch or continuous mix type) with not more than 6% liquid asphalt; 2) Gradation of the aggregate and grade quality of the asphalt cement shall conform to those commonly specified as "Class C Standard Duty" by the State of Oregon, or approved equal; 3) Mixed to a uniform consistency, and be at a temperature between 300 and 325 degrees Fahrenheit when deposited in the Government vehicles. DELIVERY, PERFORMANCE, AND ACCEPTANCE: 1) Delivery - a) Hot Bituminous Plant Mix (Asphalt Concrete) shall be F.O.B. the Contractor's plant delivered into Government vehicles; b) Specific requirements will be identified on "delivery orders" placed on an "as needed" basis by Contracting Officer (CO) or other ordering official designated by the CO. Oral orders will be placed a minimum of 24 hours prior to pickup of hot mix and confirmed in writing; 2) Performance - Contractor shall furnish four (4) copies of delivery tickets for each delivery made. Tickets shall contain the following information: a) Contractor's name and address; b) Delivery date; c) Quantity delivered with unit and total prices; d) The CO's Representative or alternate will sign the delivery ticket and provide two copies to the Government. The Government will pay the Contractor upon receipt of a proper invoice with supporting tickets on quantities accepted by the Government; 3) Acceptance - Final inspection and acceptance of supplies will be made by the Government at the place of delivery. FAR Clause 52.212 2, EVALUATION FACTORS FOR AWARD - the following factors shall be used to evaluate quotes: 1) Award will be on an item basis. If one quoter receives award of more than one item it will be required to perform simultaneously. 2) Area Consideration - Quotes will be evaluated on the basis of the unit price for each item, plus a cost factor for evaluation purposes only to reflect Government haul costs, to be computed as follows: a) The Contractor shall compute the distance to the nearest 0.1 mile from the entrance of its facility to the entrance of the facility specified by the BLM or the City Center when there is no facility specified in Schedule of Items for a particular service area; b) The Government will verify this distance, and it shall be multiplied by a factor of $0.50 to determine the haul cost (per ton); c) Award will be made to the responsible quoter on the basis of the lowest combination of unit price (price per ton) and haul cost factor (per ton); d) Government facility locations per line item: Item 1, Tenmile - Tenmile Maintenance Shop located 19 miles west of Roseburg, Oregon; Item 2, North Bend - Coos Bay District Office, 1300 Airport Lane, North Bend, Oregon; Item 3, Eugene - Eugene Maintenance Shop, 3640 N. Delta Highway, Eugene, Oregon; Item 4, Butte Falls (Medford District Office), 3040 Biddle Rd., Medford, Oregon; Item 5, Grants Pass, 2199 Merlin Galice Rd., Grants Pass, Oregon; Item 6, Roseburg - Roseburg District Office, 777 N.W. Garden Valley Blvd., Roseburg, Oregon; QUOTATIONS SHALL INCLUDE: 1) Item number and price per ton of hot bituminous plant mix; 2) Plant location and miles from applicable Government facility from which quoter is to provide the plant mix; 3) FAR provision 52.212-3 is available at: http://www.or.blm.gov/procurement/com_cert.htm. Offeror Representations and Certifications-- Commercial Items; 4) Quoters shall submit signed and dated quotes on letterhead stationary. (4) Identify payment discount terms. Offers shall submit signed and dated offers, either on a SF1449 or letterhead stationary.
