Description
The NAVAIR Orlando Training Systems Division (TSD) plans to negotiate with Renaissance Sciences Corporation (RSC) on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contractor will be responsible for upgrading the NASMP PSI server (inclusive of catalog and storage upgrade) located at NAVAIR Orlando TSD in Orlando, Florida. Key issues associated with this need are: The upgrade must be compatible with the existing NPSI Archive system. The upgrade will include: A catalog system that will track the NPSI datasets and support the NPSI 2.x standard currently in development, including the XML metadata. The catalog system will support ingesting of the NPSI 2.x Metadata and support querying the archive and producing NPSI 2.x Metadata for the selected region. The upgrade will include populating the ECUSA and SWUSA dataset with NPSI 2.x standard and XML metadata including the NPSI Material Properties Reference Dataset (MPRD) V2.x. An option for upgrading the NPSI Archive System with more storage and a semi-automated software tools to merge overlapping data sets into the archive is being contemplated for fiscal year (FY) 2007. The delivery schedule for the NASMP PSI Server Upgrade is 12 months after contract award. The delivery schedule for the NPSI Archive System Upgrade option, if exercised, is 12 months after exercise of option. The total estimated budget for the entire effort (inclusive of the option) is $375K. RSC is currently developing the NPSI 2.x XML metadata schema for NPSI Material Properties. Currently, the only source of the design and software data is through Renaissance Science Corporation (RSC). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Linda Hill and Lisa L. Nelson) by Tuesday, 11 April 2006. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice.****
