- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N00104-06-R-K060 is issued as a request for proposal (RFP). Solicitation N00104-06-R-K060 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. This acquisition is not being set-aside. NAVICP intends to procure on a sole-source basis from MTU Detroit Diesel, Detroit, MI, for Naval Sea Systems Command PMS325F, Washington, DC, the following contract line item number(s) and items, quantities and units of measure: 0001?Fast Patrol Boat Propulsion Systems, to include: Qty 15 each MTU/DDC 12V-400 M90 Marine Main Propulsion engines, Qty 14 ZF4650 reduction gears, which are to be coupled to the propulsion engines; Qty 14 each Kamewa 63SII water jets and intakes; and Qty 7 each Marine Automation Systems, Monitoring and Control System MCS Type 2; all ancillary equipment, testing, technical publications, and technical support. 0002?W1-W4 training class for the MTU/DDC 12V-400 M90 Marine Main Propulsion engines for six to eight participants; one depot-level course for the ZF4650 reduction gear for six participants; two advanced classes for the Kamewa 63SII water jets for six participants; and one Marine Automation Systems, Monitoring and Control System MCS5 Electronic Control ? class for six participants. 0003?Installation coordination and integration. Delivery: CLIN 0001: The estimated delivery schedule for the first two systems is December 2006; the estimated delivery schedule for the next two systems is to be delivered December 2007; the estimated delivery schedule for the next system is to be delivered October 2008; and the estimated delivery schedule for the final two systems is December 2009. CLIN 0002: The estimated training schedule is: training shall commence and be completed in 2007. CLIN 0003: The estimated installation and integration duration shall commence upon contract award until contract completion. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that is the lowest price. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders?Commercial Items, including FAR 52.212-5 (a); (b)(1), (7), (8),(13-19), (24), (29), (d) and (e), applies to this acquisition. This acquisition is not rated under the Defense Priorities and Allocations System (DPAS) Numbered Note 22 applies.
