Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Supart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is PR-R6-10113 and is being issued as an Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. (iv) The NAICS for the acquisition is 561612. The Small Business Size Standard is $11.5Mill. The RFQ is being totally reserved for Service Disabled Veteran Owned Small Businesses. (v) The Schedule of Supplies/Services is as follows: Schedule of supplies/services: Guard II (Occupation 27102)(Service Contract Act Wage Determination 94-2233 rev 25) 0001AA Base Period (April 8-October 7, 2006) 8736 hrs @ $______________/ hr=$______________ (Note, 24 hours per day for 182 days is 4368 person hours. The quote is for two shifts 24 hours per day for 182 days which is 8736 person hours.) 0001AB Unilateral Government Option (Oct 8, 2006-January 11, 2007) 4560 hrs@______________/hr=$______________ (Note, 24 hours per day for 95 days is 2280 person hours. The quote is for two shifts 24 hours per day for 95 days which is 4560 person hours.) (vi) The Environmental Protection Agency is requiring armed guard security services for the Unified Incident Command Post (ICP) 24 hours per day at the ICP located at 5200 Blair Drive, Metairie, LA 70001. Prospective offerors must propose in accordance with the Statement of Work entitled Security Guard Services. (vii) The FOB point is Destination, 5200 Blair Dr, Metairie LA 70001. The period for the services is date of award through six (6) months. There is an additional three month option period. (viii) FAR provision 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. (ix) FAR provision 52.212-2, Evaluation - Commercial Items is applicable. The government is using the following factors to evaluate offers providing best value : 1) Technical ability to meet the Statement of Work requirements; 2) Past Performance; and 3) Price for the sum of all items including all optional items. The Government shall issue a single firm-fixed price contract (not multiple contracts). (x) Offerors must include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. (xi) FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) FAR clause, 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders - Commercial Items applies to this acquisition. Under Section (b) of the clause, the following are applicable to this acquisition: b(14); b(17); b(18); b(19); b(22); b(31). (xiii) The following clauses/provisions are necessary for this acquisition: STATEMENT OF WORK/SPECIFICATIONS (EP 52.210-100) (APR 1984) Louisiana Unified Hurricane Response Incident Command Post (ICP) 5200 Blair Ave, Metairie, Louisiana 70001 Security Guard Services Statement of Work (SOW) I. Purpose The purpose of the requirements set forth in this SOW shall be to provide security guard services at the facility where Louisiana Unified Hurricane Response Incident Management Team (IMT) and Associates unified support are located. II Background Hurricane Katrina and Rita devastated the entire southern portion of the State of Louisiana as well as the entire gulf coast areas in Mississippi, Alabama, and portions of Texas. The EPA role in response to this devastation is established and assigned by the Federal Emergency Management Agency (FEMA) under the authority of Emergency Support Function (ESF) 10 - one of fifteen separate and distinct support functions. EPA, along with the United States Coast Guard (USCG) and State of Louisiana Department of Environmental Quality (LDEQ) joined forces to establish a unified command in order to coordinate and control the response effort under ESF 10. This Unified Command, hereinafter referred to as the Louisiana Unified Hurricane Response IMT, requires security services for assigned personnel providing support for critical response operations. The ICP Complex consists of approximately 35,000 square feet of office space, approximately 80 RVs/trailers, a medical trailer, a shower trailer, approximately three storage pods, and approximately 230 paved parking spaces. III General A. The guard contractor shall comply with the requirements described in this contract. B. The guard contractor shall ensure that all security guards maintain a neat appearance and be in a complete identifiable uniform at all times while on duty. The guard contractor (not the Government) shall provide all equipment and uniforms deemed necessary for the performance of this contract. C. The guard contractor shall ensure that all on-duty guards are armed. The contractor (not the Government) shall be responsible for providing weapons/ammunition. D. The guard contractor (not the Government) shall be responsible for providing any lodging/meals for its staff. E. The Government will provide the guard contractor an entrance guard shack. The Government will provide the utilities for the guard shack. 1. Any transportation around the RV trailers and parking spaces such as the use of a golf cart or car shall be provided by the guard contractor (not by the Government). 2. The guard contractor shall provide a minimum of two security officers 24 hours a day 7 days a week (including Federal holidays). While the contractor may provide more than 48 person hours per day of effort, the guard contractor will not be reimbursed for more than the number of hours in the schedule. 3. One guard contractor shall be posted at the entrance gate at all times. A second guard contractor shall patrol the offices, patrol around the RVs/trailers, and patrol around the parking spaces, at all times except mandatory breaks. I. The guard contractor shall ensure that all ICP office lights are turned on at the beginning of each day (approximately 5:00 a. m.) seven days per week (including Federal holidays) and turned off at the close of each day (approximately 12midnight) seven days a week (including Federal holidays). The Contracting Officer's Representative (COR) will provide any time changes to contractor. J. The guard contractor (not the Government) shall provide each guard on duty an operating two-way walkie talkie radio. All guard contractor security guards shall communicate with the COR via the same type two-way walkie talkie radio. K. The guard contractor shall verify identification of all individuals entering the site. Persons already carrying blue or red identification badges will not register on the visitors log. The guard contractor shall ensure that all individuals wanting access to the ICP site, without a blue or red badge, shall register on the attached visitor log. All visitors will be given a white and blue "Visitor" badge. The guard shack guard shall ensure that the patrolling guard provides escort services to the offices for all visitors, labor services, delivery and repair companies while in the ICP. The guard contractor shall ensure they notify the COR via two-way walkie talkie when labor services, delivery companies or repair companies have arrived. The guard contractor shall ensure all Government employees, contractors, and visitors display their badges at all times. The guard contractor shall ensure that all visitors return their "Visitor" ID badge and sign out on the visitor log when departing the ICP. 4. The guard contractor shall patrol around each trailer and around each parking spot at least once per hour 22 hours per day seven days a week (including Federal holidays). In addition, the guard contractor shall patrol around the ICP offices at least once between 10am and 2pm seven days per week (including Federal holidays) and at least once between 3pm and 5pm seven days a week (including Federal holidays). Random schedules and routes are considered appropriate. During the patrols, the guard contractor shall inspect for unauthorized persons, theft, vandalism, or other complaints received from the COR. All doors/gates in the ICP that are locked must be checked by the patrolling guard to ensure their security. The guard contractor shall ensure all private offices with closed doors, and all conference rooms with closed doors are not opened by the guard contractor while they are patrolling. No RV doors shall be checked or opened by the guard contractor. 5. The guard contractor shall observe building occupants and visitors to ensure compliance with posted rules and regulations. 6. The guard contractor shall maintain law and order. The guard contractor shall be responsible for the detection and reporting of any person attempting to gain unauthorized access. O. The guard contractor shall ensure that all incidents are documented on the Daily Activity Report (DAR) and that an Incident Report is filed with the COR within 10 minutes. Incidents include but are not limited to individuals not presenting ID, intruders, openings in the fence/gates, and problems encountered with doors. The DAR entry and the Incident Report to the COR shall include a description of the incident (including date/time and name of guard). P. The guard contractor shall make and complete arrangements so that any guard assigned to this contract meets the following qualifications: 1. Each guard has on his person all required local, state and Federal commissions, permits, and licenses regarding security guard services and the possession of firearms at all times while on duty. 2. Certified and licensed by local, state and Federal rules and regulations. 3. Ability to read, write, speak, and understand English language to the extent of giving and understanding written order, verbal instructions, and being capable of composing reports which convey complete and accurate information. 4. In good health both physically and mentally, to carry out the duties of their assigned work. All employees assigned by the guard contractor shall have a physical exam at no cost to the Government. This physical exam shall be completed by a licensed medical practice and shall furnish the COR with a certificate of the results within 2 weeks after the employee is assigned to duty. The certificate shall verify the following for each guard contractor employee: - In good health without physical conditions, defects or abnormalities which would interfere with the performance of duties. - Possess binocular vision correctable to 20/20 (Snell) - Be capable of hearing ordinary conversation at 15 feet (either ear) without the benefit of hearing devices. And - Be free of communicable diseases. Q. All employees assigned by the guard contractor under the contract shall meet the following minimum qualifications: - Each employee shall be a US citizen. - Must have reached age 18 at the time of employment on this contract. - Must possess the capability to acquire a good working knowledge of all aspects required in a security position. And - Shall possess good judgment, courage, alertness, tact, self-reliance, even temperament and the ability to always maintain a professional performance. R. The guard contractor shall be responsible for its employees having all required ID in their possession at all times while on the premises. Guard contractor issued ID card shall contain a photograph of the employee that is at least one inch square. The photograph shall show, at a minimum, the head and shoulders of the employee and shall be no more than one year old at the time of the credential is issued. S. The contractor shall provide in writing to the COR within seven days after award of the contract the names and telephone numbers of all guard contractor employees who are assigned to this contract. T. The work hours in the schedule include one mandatory 30 minute meal break and one 15 minute relief break for each 8 hour shift. For 4-5 hour shifts, a 15 minute relief break is required. For 6-7 hour shifts, two 15 minute relief breaks are required. While these breaks are mandatory, the guard shack shall always be staffed. U. No guard shall leave their post until properly relieved. In case of emergency, the guard shall respond to the emergency and contact the COR as soon as possible for technical direction. The contractor shall be in uniform, on-post, and ready for duty 5 minutes prior to the start time for their shift and shall remain on the job and in full uniform until properly relieved. V. The guard contractor shall perform other functions as may be necessary in the event of civil disturbances or attempts to commit criminal acts adversely affecting the security and/or safety of the Government, its employees, property, and the general public lawfully in the space. W. In case of an emergency situation, the COR has the right to issue an oral tasking directly to the guard on duty and to direct the activities of the guard in order to coordinate the response to the emergency. Emergencies include such things as bomb threats, fire, flooding, imminent or the potential danger to the Government employees, staff or visitors. X. The guard contractor shall prepare required DAR and Incident Reports concerning accidents, fires, bomb threats, unusual incidents, or unlawful acts for submission to the COR. Such incidents shall also be entered in the Officer=s log. All such reports shall be recorded on forms furnished by the Government, and shall be prepared prior to that guard leaving the facility that day. The guard who responded shall prepare a report giving their knowledge of the incident. The guard=s supervisor shall review all reports. The DAR are turned in weekly to the COR. AA. The guard contractor shall ensure that there are no personal visitors to/from on-duty guard contractor staff. BB. The guard contractor recognizes the services under this contract must be continued without interruption. The guard contractor agrees to exercise its best efforts and cooperation to affect an orderly and efficient transition to any successor contractor. CC. Price Proposal Offerors must submit proposals in accordance with the Schedule of Supplies/Services. 2. Technical Proposal Offerors must submit a technical proposal addressing its ability to meet the Statement of Work Requirements and provide copies of all required licenses, certifications, insurance, and bonding requirements. Offerors must also submit a certifying its ability to meet each of the requirements set forth in the Statement of Work. 3. Past Performance Offerors must submit past performance information for a minimum of three similar efforts performed in the previous six (6) months. Past performance information must include points of contact for each effort including name of company, address, phone number, and length of service performed. Past performance information provided will be used as well as other Government performance information. PERIOD OF PERFORMANCE (EP 52.212-140) (APR 1984) The period of performance of this contract shall be from date of award through six months inclusive of all required reports. The option period of performance is for an additional three months. Therefore, if the option is exercised, the total period of performance is nine months. TYPE OF CONTRACT (FAR 52.216-1)(APR 1984) The Government contemplates award of a Firm-Fixed-Price contract resulting from this solicitation. OPTION TO EXTEND TERM OF CONTRACT (FAR 52.217-9)(MAR 1990) a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed nine months. TECHNICAL QUESTIONS (EP 52.215-110)(APR 1984) Offerors must submit all technical questions concerning this solicitation in writing to the contract specialist/officer. EPA must receive the questions no later than 2 calendar days after the date of this solicitation. EPA will answer questions which may affect offers in an amendment to the solicitation. EPA will not reference the source of the questions. PUBLIC COMMUNICATION The contractor must not represent itself as EPA to outside parties. To maintain public trust, and not to mislead the public, the contractor must, when communicating with outside parties, explain that it is an Agency Contractor. When performing work for the EPA, contractor personnel must easily be identifiable to the public as an EPA contractor through use of badges, corporate logos, or other distinguishable credentials. INVOICES -RTP FINANCE The contractor must prepare invoices in original and at least one copy, containing the following information: Contract Number, description of commodities/services furnished, period of performance, taxpayer ID number and amount due. The contractor must submit invoices to the address specified in Block 18 of the contract. INVOICE PAYMENTS Payment will be made upon delivery and acceptance of required items as follows: Contractor shall bill monthly after services have been delivered for 1/6 of the CLIN 0001AA amount or 1/3 of the CLIN 0001AB amount (if option exercised). CONTRACTOR PERFORMANCE EVALUATION ALTERATIONS IN SOLICITATION (FAR 52.252-3)(APR 1984) Portions of this solicitation are altered as follows: 1. EVALUATION - COMMERCIAL ITEMS (FAR 52.212-1 (JAN 1999) The government is using the following factors to evaluate offers: (i) Technical Ability to meet the SOW requirements; (ii) Past Performance; (iii) Price. Technical Ability, Past Performance, when combined, are more important than cost or price. 2. OPTION TO EXTEND TERM OF CONTRACT (FAR 52.217-9) a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed nine months.
