Description
The Social Security Administration (SSA) intends to negotiate a sole-source acquisition with Martin?s West, 6817 Dogwood Road, Baltimore, MD 21244 for the purpose of obtaining both off-site catering services and catering services with banquet space. OFF-SITE CATERING SERVICES: Contractor must be able to cater two (2) separate receptions to be held on Wednesday, April 19, 2006 at the Social Security Administration, 6401 Security Blvd., Woodlawn, MD as follows: A morning reception for 600 people from 8:30 a.m. to 12:30 p.m. and an afternoon reception for 400 people from 1:00 p.m. to 4:00 p.m. For each of the receptions, the contractor must: 1A) provide both set-up and serving staff consisting of at least nine (9) people to deliver and set-up, serve and replenish food items (each staff person must have a government issued photo ID such as a Maryland Driver?s License in order to gain access to the building); 2A) furnish matching black plates, plastic wear, bowls and cups; 3A) furnish white linen tablecloths with appropriate risers covered in red and blue linens; 4A) furnish white paper napkins that have been imprinted in font color and wording specified by SSA; 5A) in addition to the food, furnish six (6) arrangements of all white flowers (roses, mums, etc.) and two (2) carved fruit displays; and 6A) remove all trash. Examples of food items to be provided at the morning reception include: muffins, pastries, sliced fresh fruit, cheese and crackers, cookies, juice, coffee, tea, iced tea and water. Examples of food items to be provided at the afternoon reception include: cookies, vegetable crudit?s, cheese and crackers, assorted mini pastries, brownies, sliced fresh fruit, juice, coffee, tea, iced tea and water. BANQUET SPACE WITH CATERING SERVICES: Services are for the Agency?s Annual Awards Ceremony to be held on Thursday, April 20, 2006. Space must be available to SSA beginning at noon on April, 19th through 6:00 p.m. on April 20th to allow for set-up and break down of decorations, etc. (see #4B, 5B, 6B and 9B below). The banquet space facility must: 1B) be located within close proximity to the SSA Woodlawn Complex (within 10 miles); 2B) be able to seat 1,200 guests in theatre style seating from 8:30 a.m. to 2:00 p.m. for the ceremony which begins at 10:00 a.m. (awardees and guests will begin arriving at 8:30am); 3B) have the capacity to serve a stand-up buffet luncheon for 1,200 beginning at 11:15 a.m. in a separate room which is easily accessible from the ceremony room without going outdoors; 4B) allow the use of 3rd party contractors for decorating, lighting, and audio visual needs; 5B) allow 3rd party contractors access to the space beginning after 5:00 p.m. on April 19th; 6B) be able to accommodate the arrival of SSA Staff personnel beginning at 6:00 a.m. on the day of the ceremony for the purpose of making final preparations for the event; 7B) offer free parking including at least 20 reserved spaces; 8B) be able to provide a secure storage room for attendees? luggage on the day of the event; 9B) be able to provide a secure storage room for award plaques to be delivered the afternoon of April 19th; 10B) be able to provide a separate, private waiting area for a small number of Agency officials; and 11B) be ADA compliant offering easy access to the facility for persons with disabilities. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. However, all responses received within three (3) government workdays after date of publication of the synopsis will be considered by the Government. A determination by the Government not to compete the proposed action based up on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. The response time is three (3) government workdays as allowed by FAR 5.203(a)(1).
