- Description
- NOTIFICATION OF CONTRACT ACTION (NOCA) for the Joint Munitions Effectiveness Manuals (JMEMs) program, a tri-service organization under direction of the Joint Logistics Commanders. A sources sought synopsis, JOINT MUNITIONS EFFECTIVENESS MANUALS #PKZA, was published in the FedBizOpps on 28 Sept 2005. The Air Armament Center, AAC/PKZ, located at Eglin AFB, FL intends to issue a Request for Proposal (RFP) on or about 22 Feb 2006, with proposals due 30 days after issuance. The government anticipates the award of one cost reimbursable (CR) or cost plus fixed fee (CPFF) contract resulting from this solicitation. The estimated total dollar value of this effort is $35M. NAICS code is 541710. It is further anticipated that the period of performance of the resultant contract will be 60 months. The RFP, when released, will only be available on FEDBIZOPPS federal contract advertising site at https://fedbizopps.gov. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified below.
