Description

The General Services Administration, Pacific Rim Region (GSA), is requesting proposals from natural gas suppliers to provide core aggregation and noncore service for accounts in the Pacific Gas and Electric (PG&E) service territory. Separate line items (CLINs) are established for core and noncore service, and for the periods May – September 2006, and for fiscal year 2007, as described in the solicitation. Separate CLINs may be offered and awarded separately. Offerors are not required to submit offers for all CLINs. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. The solicitation is attached. GSA intends to award a contract to the Offeror that offers the lowest price for each line item, if such Offeror meets the solicitation's minimum technical (qualifications) requirements. Each line item may result in a separate award. Offeror qualifications are due no later than 1:00 PM Pacific time Friday April 7, 2006, by fax to Mark Levi at 415.522.3311, mail to the address provided in the solicitation, or email Mark.Levi@gsa.gov. Price proposals must be submitted no later than 9:30 AM Pacific time April 11, 2006, by fax to Mark Levi at 415.522.3311 or to the address provided in the solicitation. Instructions are contained in the solicitation. Price proposals must be valid for 2 hours. This procurement is a partial small-business set-aside. Core aggregation requirements are solicited on an unrestricted basis. Noncore requirements are set aside for small businesses. The NAICS Code for this procurement is 221210 (small business size standard of 500 employees or fewer). Email questions to Mark.Levi@gsa.gov by April 3, 2006, to assure response (an effort will be made to answer questions after that time). Answers to substantive questions will be posted to Fedbizopps under this solicitation number.
