Description
The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement for a firm-fixed price requirements contract for laboratory analytical services. The scope of services requires the Contractor to provide laboratory services for the monitoring and assessment of water quality of samples collected by the USIBWC or Texas Clean Rivers Program (CRP) on the mainstream of the Rio Grande, its tributaries, and other points in Texas. The Contractor shall furnish all labor, material, supplies, equipment, and personnel to perform laboratory services for the samples provided by the USIBWC or CRP partners to the Contractor. The Contractor’s laboratory shall use analytical methods for the various parameters approved by the United States Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality (TCEQ). The Contractor shall have National Environmental Laboratory Accreditation Conference (NELAC) certification by the time of the contract award and acquire NELAC certification through the state of Texas when designated by the state. The Contractor’s laboratory shall be accessible to meet the specified sample holding times when samples are provided by the USIBWC or CPR partners. The resultant contract will be for a basic period and four (4) one year option years. The term of the contract will not exceed five years. Tentative dates for issuing and receipt of proposals are February 6, 2006 and March 7, 2006 respectively. Requests for solicitation must be submitted in writing to the International Boundary and Water Commission, U.S. Section, Attn: Pat Singer, at the preceding address or by email. No telephone or facsimile request will be accepted. There will be no charge for the solicitation packet. Offers are solicited from small business concerns. Offers received from businesses that are not small business concerns will not be considered. The North American Industry Classification System (NAICS) code for this acquisition is 541380, Testing Laboratories. The associated small business size standard is 10 million dollars annual average gross receipts for the past three years.
