- This amendment 02 to Combined Synopsis/Solicitation F1TEAV6046B001 is issued to: Extend proposal response date FROM: 4 April 2006 TO: 10 April 2006. SYSTEM DESCRIPTION: DELETE- Backhoe. ADD- Backhoe (transported on its side, < 70 in. tall). DRIVE ON/OFF PROVISIONS: DELETE- These provisions shall be rated to bear the heaviest drive-on configuration, which is the ARTS tractor with the box rake, and ACS. ADD- The slope of these provisions shall not exceed 28 degrees from horizontal and be rated to bear the heaviest drive-on configuration, which is the ARTS tractor with the box rake, and ACS. CONTRACT PROVISIONS AND TERMS: ADD the following clause as addenda to the provision at 52.212-1, Instructions to Offerors – Commercial Items (Jan 2006). 5352.215-9007 USE OF NON-GOVERNMENT ADVISORS (AFMC) (NOV 1998) (a) Offerors are advised that technical and cost/price data submitted to the Government in response to this solicitation may be released to non- Government advisors for review and analysis. The non-Government advisor support will be provided by: Sverdrup Technology, Inc. (b) Offerors shall complete paragraph (b)(2) or provide written objection to disclosure as indicated in paragraph (b)(1). If the offeror objects to disclosure of a portion of the proposal, the consent in (b)(2) should be provided for the remainder of the proposal. (1) Any objection to disclosure: (i) Shall be provided in writing to the contracting officer within 10 days of RFP issuance; and (ii) Shall include a detailed statement of the basis for the objection. The detailed statement shall identify the specific portions of the proposal the offeror objects to disclosure to non-Government advisors. (2) I understand technical and cost/price data submitted to the Government in response to this solicitation may be released to non-Government advisors. I consent to release of any (unless objection is provided in (b)(1) above) proprietary, confidential, or privileged commercial or financial data provided by the firm(s) named below in response to this solicitation, to non-Government advisors for review and analysis: (a) Firm (b)Name (individual authorized to commit firm) (c) Title (d) Date of Execution: (End of provision. ADD the following as addenda to 52.212-2, paragraph (a): Past performance evaluation will result in a performance confidence assessment that takes into account the recency and relevancy of the offerors past performance history. Recency is defined as performance within the last five years. Past performance history on products with characteristics most similar to the ARTS trailer will receive the most credit for relevancy. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (24-MAR-2006); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
