Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 03-21 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 541618 with a small business size standard of $5.0M. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Friday, March 31, 2006 at 13:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Apo, AA 34002 The Department of State requires the following items, MEET OR EXCEED, to the following: LI 001, Provide training in basic characteristics of boat handling to the Panama Maritime Service in Panama City and Colon City, Rep. of Panama Contractor Inclusions: A. Contractor must have previous experience with the U.S. Coast Guard. B. Must be fluent in Spanish. C. Boat Training will include the following: Provide training in basic characteristics of boat handling. This should include requiring boat handlers to be capable of executing basic maneuvers such as: getting underway, docking,alongside maneuvering and transfers of personnel, recovering man overboard, etc., 1, EA; LI 002, Provide training in use of navigational equipment that comes with boats (Donzi Fast Boats/34'). This includes nautical radar, depth finders, electronic charts, compass, etc., 1, EA; LI 003, Work with the Narcotics Affairs Section Maritime Engineer Advisor to provide knowledge of basic engine care, maintenance, proper engine operating procedures, etc., 1, EA; LI 004, Provide training in basic vessel care for periods after underway use and for when vessel is trailered. Eighty (80) percent of time should be spent in an underway environment providing practical hands on training to National Maritime Service personnel who are designated as boat crews.(approximately 20 persons), 1, EA; LI 005, Upon completion of training provide the Narcotics Affairs Program with a final report on the capability of the National Maritime Service crews to handle the boats and operate them safely., 1, EA; LI 006, All training will take place in Panama City and Colon City, Panama and must be given in Spanish. Time frame for training should be aroung thirty (30) days. The crew of the boats will consist of approximately twenty (20) members., 1, EA; LI 007, All training must be based on previous experience about Boat Handling as performed by the U.S. Coast Guard. Contractor Exclusions: A. No translators will be allowed. B. All expenses including personnel, travel, per diem, hotel accommodations, etc. if needed should be included in the quotation. C. Use of federal government property must receive prior authorization. This will be channeled through NAS Maritime Advisor., 1, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com.
