- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx, New York, Network Acquisitions and Logistics program is currently seeking firms that are in any of the following programs: SDVOSB and/or VOSB. The firm must be an Architect/Engineer firm with an approved NAICS code of 541310 with a $4 million small business size standard. For the purposes of this request OTHER THAN LARGE business means any Small Business Concern in accordance with NAICS (formerly SIC) classification 541330, Engineering Size Standard $4 million AND/OR belonging to one or more of the following socioeconomic categories: 8(a) Small Business Concern; HUBZone Small Business; Minority Owned Small Business; Native American Owned Small Business; Service-Disabled-Veteran-Owned Small Business; Veteran-Owned-Small Business; Woman/Women-Owned Small Business; Regular Small Business. This solicitation will result in the award of one contract. Contract award is contingent on availability of funds. Provide all necessary architect/engineer professional services to prepare construction, contract drawings, specifications, cost estimates to provide all necessary Architect-Engineer (A/E) and Industrial Hygienist (I.H) services for development of Asbestos Assessment Drawings and Reports for the above project at NY Harbor Healthcare Systems-VA Extended Care Center, St. Albans Campus, 179th Street and Linden Boulevard, St. Albans, NY in the inpatient wards in buildings 85/86/87/88/89/91/92/93/65/64/60. Work includes evaluating existing asbestos conditions on duct insulation, VCT, Boiler Room steam tunnel, Mechanical Equipment Rooms, ceiling tile, pipe insulation, area above ceiling, and roofs, preparation of a complete survey of all buildings; preparation of a detailed cost estimate, including breakdown for each phasing. Construction period services including submittal review documents and specifications using VA specifications area designation for each building and description of work to be done for each area identified together with cost breakdown. The estimated construction range is between $25,000 and $100,000. Estimated completion time is 180 calendar days. Firms desiring consideration shall submit Standard Form 330 by COB April 3, 2006 to James J. Peters Medical Center, 130 West Kingsbridge Road, 9B-62, Bronx, NY 10468. Attn: Juan D. Baez. Award is pending availability of funds. This is not an RFP. NOTE: When a small business receives an award as prime contractor as a result of a small business set-aside solicitation, the small business prime will be required to comply with FAR 52.219-14, Limitations on subcontracting, which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The contract requires that the selected firm have an on-line access to E-mail via the Internet for routine exchange of correspondence, and have Central Contractor Registration.
