Description
Funds for this effort are not currently available, however, the Small Diameter Bomb Increment I (SDB I) Program Office, Air-to-Ground Munition Systems Wing / Miniature Munitions Systems Group (AGMSW/MMSG), Eglin Air Force Base, Florida, intends to issue a contract to the McDonnell Douglas Corporation, A Wholly-Owned Subsidiary of The Boeing Company, for integrating and testing a Small Diameter Bomb Increment I Focused Lethality Munition (SDB I FLM). The SDB I FLM is an advanced fill in a composite-cased warhead integrated into the existing SDB I weapon system including the SDB I airframe, fuze firing train, and guidance/navigation hardware. This effort is in response to the warfighter?s urgent operational need to provide the F-15E, and potentially other airborne platforms, the ability to prosecute targets having collateral damage sensitivity. The SDB I FLM will allow the warfighter to prosecute high-value targets in a complex battle space, increasing combatant commanders? options while decreasing collateral damage. This effort includes integrating an alternate warhead (composite case and advance fill) on the SDB I airframe; integrating the SDB I FLM on the F-15E (but not limited to F-15E); integration-related support; engineering studies and support; test support; and procurement of test assets and approximately 50 SDB I FLM residual assets (2006-2008 timeframe); fielding and sustainment support (2008-2009 timeframe); and follow-on production of up to 450 SDB I FLM assets and associated hardware. The timeframe for follow-on production is 2009-2012, assuming formal milestone approval. This effort is anticipated to be awarded under multiple contracts with Cost Plus Fixed Fee for integration, testing, and procurement of test and residual assets, with an incentive clause for schedule, performance and cost; Time and Material for sustainment support; and Firm Fixed Price options for production of the SDB I FLM weapons and associated hardware. The Boeing Company is the current SDB I prime contractor and has sole responsibility for performance and warranty of the SDB I weapon system. To perform this effort, a contractor must have a detailed knowledge of the SDB I weapon system, including all of its subcomponents, and be familiar with the system modes of operations to meet performance specifications. This is necessary to understand the SDB I performance characteristics and weapon system interfaces to integrate a new warhead with explosive fill with the SDB I weapon system design and deliver the SDB I FLM capability in less than 24 months. The Government does not own/possess a Technical Data Package for the SDB I weapon system nor will the Government provide one to complete this effort. This synopsis does not constitute a solicitation for bids or proposals and is not to be construed as a commitment by the Government to award a contract. An Ombudsman has been appointed to address concerns relating to this acquisition. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer or Program Manager identified above.
