- PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT AND MATERIAL CLASSCOD: 16?Aircraft components and accessories OFFADD: ASC/B1SG/PK, Building 556, 2690 Loop Road W, Wright Patterson AFB, OH 45433-7148 SUBJECT: 16-B-1 BRU-56 Ejector Rack Modification SOL: N/A POC Contact: Timothy Bateson, (937)656-5073 The B-1 Systems Group, Wright-Patterson AFB, OH is conducting a market survey / sources sought for the B-1 BRU-56 Ejector Rack Modification Program. This market survey / sources sought is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for the B-1 BRU-56 Ejector Rack Modification for use by United States Air Force (USAF) personnel. Firms responding to this announcement are hereby advised that participation in this survey does not constitute a contract or government obligation for future solicitations or contract awards. INSTRUCTIONS: Below is a description of B-1 BRU-56 Ejector Rack Modification requirements and a Contractor Capability Survey, which allows you to provide insight on your company?s capability to meet this requirement. If, after reviewing this document, you desire to participate in the market research / sources sought, you should provide documentation that supports your company?s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to gain adequate insight of your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) PROGRAM DESCRIPTION: The B-1 System Group (B1SG), Aeronautical System Center (ASC), Wright- Patterson Air Force Base is planning to modify existing BRU-56 Ejector Rack, Configuration Item (CI) number 750015A, for carriage, jettison, and employment of MIL-STD 1760 and Modifiable Ballistic (MB) weapons on the B-1 Multi-Purpose Rotary Launcher (MPRL). The 30-inch ejector rack provides the means for carriage, jettison, and employment of air to ground weapons with 30-inch lug spacing. Carriage of the weapon is provided by two hooks controlled by a mechanical linkage to the ground safety lock, an in-flight safety lock, and a cartridge-activated trigger mechanism. Two pistons eject the weapon with a velocity to allow safe separation from B-1 aircraft. This modification will require an initial demonstration phase to support the next phase (i.e. SDD) of modification of the existing BRU-56 rack to include the addition of 14-inch munitions capability. Existing interface functions (electrical/physical) shall: - Be compatible with existing MPRL and support equipment (SE) - Utilize the current ground safety lock - Not degrade carriage/jettison/employment of any current weapon capabilities - Be compatible in accordance with requirements of MIL-A-8591 in both 14- and 30-inch configurations - Have the capability to vary forward and aft piston forces - Incorporate automatic sway bracing - Not exceed 23,000lbs total peak ejection force - Have an end-of-stroke velocity of minimum 18 +/- (2) fps for 500-pound & 1000-pound 14-inch lug spaced stores (i.e. GBU-38 & CBUs-103/104/105) and 2000-pound 30-inch lug spaced stores(i.e. GBU-31 and AGM-158) that certified in the B-1 Legacy Specifications - Use an existing USAF approved cartridge - Incorporate automatic latching function with easily viewed indications - Meet B-1 load criteria and environmental conditions specified in Specification for Ejector Rack, 30-inch, Specification Number CP2569A06A CONTRACT DESCRIPTION: The Air Force is anticipating awarding a contract in Sept / Oct 2006 to a single contractor who will be best qualified to modify BRU-56 ejector rack. The system integration, system engineering process/analysis, and potential aircraft software change(s) will not be part of this phase. The 14-inch ejector rack spec, Specification Number CP2569A04 (750013A), is also available per requests of contractors interested. CONTRACTOR CAPABILITY SURVEY: Contractors interested in this effort must submit the following information for evaluation to the government. Responses should be concise, program specific, and include the following: 1) Description of experience in the manufacturing and assembly of conventional weapon suspension and release equipment - specifically ejector racks, support structures, safety lock system, electrical cabling, and associated Line Replaceable Units. 2) Description of facilities/assets and processes currently available to accomplish the 14/30-inch rack specification development, providing drawings and engineering data of the new modified 14/30-inch ejector rack, inclusion of description of manufacturing & production capabilities. 3) List the qualification of lead management, engineering manufacturing, and quality assurance personnel projected to work on this demonstration phase as related to B-1 and/or other Air Force (or other comparable program) aircraft component or subsystem production experience. 4) Indication of large or small business in relation to NAICS 541710 Research and Development in the Physical, Engineering, and Life Sciences, size standard 1000 employees. 5) Indication of level and type of B-1 technical data, analytical tools, and data bases required to perform fabrication and assembly for this demo effort. Data provided by the Air Force will be ?as is? basis. The Government does possess the 14 and 30 inch Specs, the MPRL Spec, and other limited B-1 data/drawings on the rack and launcher. 6) Please indicate if your interest is as a prime or subcontractor. The Air Force may consider making arrangements for a site visit to Edwards AFB, CA for interested prime contractor to view a 14 ejector rack, a 30 ejector rack, and an MPRL. Potential offerors are requested to submit two (2) copies of an unclassified response (limited to 10 pages) within 30 days after publication of this notice to ASC/B1SG/PK, WPAFB, OH 45433-5024, Attn: Timothy Bateson, Contract Officer, (937)656-5073, E-mail address: Timothy.Bateson@wpafb.af.mil. The government reserves the right to break out components and set aside specific tasks for small business. An Ombudsman has been established for this acquisition. The purpose of the Ombudsman is to receive and communicate serious concern from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this demonstration effort. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
