Description

The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Biochemical Science Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Amaxa Biosystems of Gaithersburg, MD for a quantity one (1) each Cell Transfection Device. Sole source determination is based on the following: Amaxa Biosystems has the optimal conditions for several cell lines (A10, NIH3T3, and MCF-7) that NIST currently utilizes within the laboratories. The Cell Transfection Device being purchased also obtains the proprietary buffers and instrument control conditions that have been optimized for the cells NIST currently uses. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by April 05, 2006 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
