Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Semiconductor Electronics Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with the University of Michigan, Ann Arbor, MI for scientific services to research and report on IEEE 1588 integration in semiconductor factory automation environments (including a base year and one option year). To properly investigate the integration of time synchronization mechanisms such as IEEE 1588 - A precision clock synchronization protocol in networked measurement and control systems and to prototype software and hardware based on new industry timing standards requires a research-oriented factory environment tailored towards next-generation industry needs. Integrating new time synchronization software, hardware, and protocols and understanding their performance and impact in an industrial factory requires an environment with networked manufacturing equipment, robotics, and a supplemental virtual factory. In order for this research to benefit U.S. industries, the results obtained must be rapidly and effectively transferred from the research environment into the factory. Therefore, the research environment must support real-time, multi-tiered network controls and diagnostic structures, as well as factory-wide open software and data warehouses that are being deployed in cutting-edge industrial manufacturing facilities. The University of Michigan Engineering Research Center for Reconfigurable Manufacturing Systems ?ERC-RMS? is the only factory that exists that can be successfully configured (through the use of new software and hardware modules) to integrate the new IEEE 1588 standard into an existing manufacturing environment and to study the performance of the new standard. The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard of $6.5 Million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by April 7, 2006 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
