- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for the procurement of an Abrasive Waterjet System to be used for Demilitarization Research and Development projects at the Naval Surface Warfare Center (NSWC) Crane Demilitarization Test Facility. The requirement is for a complete Abrasive Waterjet System as a complete operating system, which will include a 3-Axis, Computer Controlled Waterjet Cutting System, and a KMT Waterjet Systems SL-V 100 Plus Intensifier or equal in accordance with applicable salient characteristics. A standard 35-foot box-type trailer will be provided as GFE. The trailer will be used to house the intensifier, computer hardware, abrasive hopper and air compressor, etc. The Abrasive Waterjet System will be manufactured to meet the specifications to be included in the solicitation. The Government?s intent is to procure as a commercial acquisition, an Abrasive Waterjet System as a complete operating system that conforms to the solicitation specifications and requirements. The government intends to award a Firm-Fixed price contract. Delivery will be required 90 Days After Receipt of Order (DARO), FOB: Destination at Naval Surface Warfare Center (NSWC), Crane with final inspection and acceptance at Destination at Naval Surface Warfare Center (NSWC), Crane. The successful Contractor will be required to perform installation at the designated location at Naval Surface Warfare Center (NSWC) Crane and perform an initial start-up and full function test of the Abrasive Waterjet System. The Contractor will be required to provide Operator/Software training at NSWC at a designated location near the system installation site. The Contractor will be required to provide equipment documentation as specified in the solicitation that at a minimum will include the Mechanical/Electrical drawing package, Controller and Robotics Operations & Service manuals, Spare parts list, Software manuals and Major peripheral equipment documentation. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Contractors interested in responding with a valid quote may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. This will be a Commercial Acquisition in accordance with FAR Part 12.
