- NAICS Code: 541512 The U.S. Environmental Protection Agency (EPA), Office of Administration and Resources Management (OARM), Office of Grants and Debarement (OGD), Grants Administration Division, intends to issue a sole source purchase order to APPTIS, Inc. to upgrade and modify existing training databases, and develop, upgrade and support the ongoing comprehensive training program which consists of classroom training to help complete the deployment of EPA's Integrated Grants Management System (IGMS) to the remaining EPA programs. This is part of the President's Management Agenda (E-Grants) which falls under Public Law 106-107, Federal Financial Assistance Management Improvements Act of 1999. There are between 1,500 and 2,000 users in EPA Headquarters and 100% of these users must be formally trained by the end of Fiscal Year 2006. APPTIS has been the sole provider for this project since its inception. They have over seven (7) years of unique experience developing and maintaining comprehensive training and providing this training to EPA staff and developing various teaching guides. They are experienced with a comprehensive knowledge of all aspects of IGMS implementation at the EPA level and are recognized as experts in understanding EPA's Program business processes and rules of using this valuable system. To meet OGD's objective of rapid and efficient rollout of IGMS to the remaining EPA programs, the EPA requires contractor support with credibility in the EPA Grant workflow process and system experience in our Lotus Notes based system. APPTIS' unique familiarity with EPA's IGMS allows them to make an immediate impact with a minimal learning curve and minimal start-up costs. The NAICS code for this procurement will be 541512. No Solicitation or Request for Quote (RFQ) is available. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within five (5) calendar days of the date of this announcement, will be considered.
