- On September 30, 2003, the Department of Health and Human Services (HHS), Program Support Center (PSC) awarded a nine-year contract for the Administration for Children and Families (ACF) to MDRC located in New York, NY (Contract #233-03-0034). The contract is for an Evaluation of Interventions to Strengthen Marriages of Low-Income Couples, the Supporting Healthy Marriage project. The contract included an optional service, which allowed for funding for services and programmatic activities at the evaluation sites. The Government has exercised that option. It is the Government?s intent to modify the contract to increase the effort involved in supporting the development and implementation of demonstration programs. The Government intends to negotiate with the current Contractor, MDRC. MDRC is the only contractor that can provide the services since they possess the skills, specific knowledge and resources to perform the tasks. It is in the best interest of the Government, and was always the stated intent of the contract, for the current contractor to support the development of the demonstration services, provide the technical assistance to those programs, and evaluate the programs? impacts. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1) ; only one responsible source and no other supplies or sources will satisfy agency requirements. As the current contractor, MDRC is uniquely situated to provide the required services. The Government intends to proceed with a contract modification to MDRC 45 days after publication of this notice. No solicitation package is available for this requirement. Therefore, requests for such documents will be considered invalid responses. See Numbered Note 22.
