Description
SOURCES SOUGHT: The Outsourcing and Privatization Section, 88th Contracting Squadron (88 CONS/PKPB), Wright-Patterson AFB (WPAFB), Ohio, is requesting information and conducting market research to determine if there are potential sources interested in performing services required to perform operations and maintenance services for the functions and responsibilities set forth in the synopsis below. This request for information is issued for the purpose of conducting preliminary planning to determine the feasibility of conducting an A-76 study. The Government does not intend to award a contract on the basis of this preliminary planning market research or to otherwise pay for the information solicited. This announcement is not a solicitation. Wright-Patterson AFB, Ohio, is one of the largest AF installations in the world, covering over 8,000 acres and employing over 22,000 military, civilian and contract personnel. The workload described in this request supports the 88th Air Base Wing Civil Engineer Directorate (88 ABW/CE). The Government is looking for contractors or joint ventures capable of providing the following types of services: complete facility maintenance and repair; customer service, grounds maintenance and repair; high voltage distribution maintenance and repair; water plant and wells operation, treatment, maintenance and repair; water distribution maintenance and repair; airfield maintenance and repair; heating plant operation maintenance and repair; heating distribution maintenance and repair; energy management, energy management system operation, maintenance and repair, and maintenance engineering support. Specific functions now performed by the 88 ABW Civil Engineering Directorate, Operations and Maintenance (O&M) Division, are described below: Complete facility maintenance in over 600 buildings containing 15.3 million square feet of floor space. Space maintained houses a wide variety of functions including administrative, industrial, aircraft support, and research laboratories. Normal facility maintenance duties, such as carpentry, painting, plumbing, and interior electrical. Includes O&M asbestos abatement. Full range of customer service and work order management. Maintains approximately 50,000 tons of commercial and industrial Heating, Ventilation and Air Conditioning (HVAC) systems and corresponding control systems, including several large, mission-critical systems. Operates and maintains high voltage electrical grid, including a 69,000 volt high voltage transmission system with 8 substations and 1,600 transformers. Performs full range of high voltage switching through manual procedures or Supervisory Control and Data Acquisition (SCADA) system. Back up, emergency generator support for approximately 50 critical facilities. Operates and maintains 3.6 million gallon per day water demand system with 130 miles of water distribution lines. Operates and maintains 15 water wells, 30 sewage lift stations and 7 major water softening plants. Performs water treatment as required by Ohio Environmental Protection Agency (OEPA). Provides Liquid Fuel Maintenance for base fuel system. Includes 5 million gallon storage capacity and 4 miles of underground piping. Maintains over 8,000 acres of grounds property, including 2,170 acres of enhanced, improved or semi-improved grounds, 120 miles of roads, 8,200 square feet of parking lots, 700,000 square feet of sidewalks, steps, and walkways, and 76 miles of fencing. Provides pest control for entire base and treats base grounds with required pesticides and herbicides. Provides full service for airfield including airfield lighting, aircraft arresting systems, pavement maintenance, signs and painting. Around the clock snow and ice control for the entire airfield, base streets, roads, parking lots and family housing areas. Operates and maintains three major heating plants that supply heat to 99% of base facilities. Fuel supply includes over 50,000 tons of coal and 215 million cubic feet of natural gas. Includes maintenance and repair of 67 miles of high temperature hot water and high pressure steam distribution lines. Thirty-three (33) satellite gas/oil boilers are found at dispersed locations. Manages an energy conservation program, and operates the centralized Energy Management Center to help manage the base?s $23 million annual utility program. Includes monitoring of environmental conditions in approximately 200 facilities. Maintenance engineering support for O&M activities including design review, preventive maintenance planning, and shop maintenance support. Provides logistics support to acquire necessary materials for all work centers. Includes management of hazardous materials and waste, refrigerant and spills plans. Management of vehicle fleet. Administrative support activities ensuring correspondence, suspenses, functional packages, scheduling, cost accounting, report preparation, establishing and maintaining records and quality control, and updating data within the CE MIS are accurately completed, fully coordinated and provided within the required timeframes.
