Description
The U.S. Army TACOM anticipates issuing a sole source award to Lehigh University, 19 Memorial Drive West, Bethlehem, PA, to design, manufacture, test, and deliver a quantity of 20 outer and 20 inner composite tripod legs for the XM312 ACSW under the authority of FAR 6.302-1. The Contractor shall analytically model the outer legs and inner legs, in accordance with U.S.G. drawings, to optimize the composite lay-up for compression loading, transverse bending loading, and local loading with constraints on local and global buckling, brazier buckling, as well as material strength. It also requires the manufacturing of aluminum molds (male and/or female) relating to the inner and outer tripod legs and used for fabricating these parts. The combined weight of a set of two (2) outer and two (2) inner legs shall not exceed 2.5 pounds. Composite legs shall be painted with ultraviolet protection paint, typically used in carbon fiber applications. Slots in legs shall be reinforced to prevent cracking in high stresses. Legs shall be designed to be reasonably impact/wear resistant which may include a sacrificial outer layer during lay- up. Composite lay-up shall meet a minimum compression load of 600 pounds for each leg separately. Composite lay-up shall meet a minimum transverse three point bending load of 400 pounds. The 400 pound point load shall be at midpoint 50" leg span. With legs fully assembled to tripod mount, the composite lay-up shall be capable of firing in hot (+155 degrees Fahrenheit) and cold (-55 degrees Fahrenheit) temperatures as tested by the U.S.G. Composite tripod legs shall be capable of withstanding the dynamic loading from weapon firing throughout all range of transverse and elevation/depression. Dynamic loads may vary from 500 to 1000 pounds. The Contractor will test the legs in accordance with the U.S.G. requirements. The Contractor shall be able to deliver four (4) outer and four (4) inner composite tripod legs within eight (8) weeks after receipt of order (ARO) for Government testing. The remaining 16 outer and 16 inner composite tripod legs shall be delivered12 weeks after receipt of order (AOR). See note 22. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
