- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ060026. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 444190. This solicitation is set aside for small business concerns. The Small Business Annual Receipts for the firm and its Affiliates, for the preceding three (3) fiscal years does not exceed $6.5 million. The line item numbers are: Item #1, Post Pipe, Quantity 2,400 Each. Post Pipe shall be; 7' (84") x 2", NPS Designator: 2", Outside Diameter: 2.375 (60.3), Wall Thickness: 0.154 (3.91), Normal Weight per/ft: 3.65 (5.44), Weight Class: STD, Schedule: 40 Pipe. Item #2, Brace Pipe, Quantity 1,760 Each. Brace Pipe shall be; 7' (84") x 1-1/4", NPS Designator: 1 1/4", Outside Diameter: 1.660 (42.2), Wall Thickness: 0.140 (3.56), Normal Weight per/ft: 2.27 (3.39), Weight Class: STD, Schedule: 40 Pipe. Steel Pipe: A53/A53M-00 Standard Specification for Pipe, Steel, Black and Hot-Dipped, Zinc-Coated, Welded and Seamless. Item #3, Barbed Wire - Roll , Quantity 135 Roll. Barbed Wire: A strand of two 12-1/2 ga galvanized wires twisted together with 2-point barbs of 14-ga wire spaced 4 inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbed wire shall conform to ASTM A 121. Item #4, Barbless Wire - Roll, Quantity 108 Roll. Barbless Wire: A strand of two 12-1/2 ga galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbless wire shall conform to ASTM A 121. Item #5, Steel Fence T-Posts 5'6", Quantity 6,000 Each. Steel Fence T-Posts: ASTM A 702; painted solid green or green with white tops, "T" bar type, with a welded or riveted anchor plate. Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/lin ft. The anchor plates shall weigh a minimum of 0.67 pounds +5 percent, and be a minimum of 18 inch2 in area. Item #6, Wood Fence Stays, Quantity 600 Each. Wood Fence Stays: Sound and straight pieces, 2-1/2 to 3-1/2 inch diameter of the species pine or fir (with bark removed), honey locust, western red cedar (full stem with bark removed), juniper, osage orange, and white oak. Treatment with preservative is not required. Stays shall be of uniform length sufficient to touch the ground. Total length shall be 4 feet-0 inches. Item #7, Brace Clamps, 3/4" x 12 gauge, galvanized. Quantity 5,000 Each. Item #8, Carriage Bolts and Hex Nuts, 5/16"x 1-1/4" (100/Box), Quantity 10 Box. Item #9, Wire Fence Stays - 36", Twisted wire fence stays manufactured from smooth galvanized 9-ga wire, Quantity 6,000 Each. Item #10, Post, Treated Wood 7' length, Quantity 200 Each. Acceptable Wood Posts: Shall be sound single-stem members. A slight bend in one plane is acceptable. Posts will be round full stem members. Posts shall be 5 inches minimum diameter at the small end. Lodgepole pine, Ponderosa pine, and Southern yellow pine (full stem with bark removed) are acceptable for both posts and braces. Wood posts will be fully pressure-treated. Item #11, Post, Untreated 8' length, Quantity 100 Each. Acceptable Braces: Shall be sound single-stem members. A slight bend in one plane is acceptable. Brace rails will be round full stem members. Brace rails shall be 4 inches minimum diameter at the small end. Lodgepole pine, Ponderosa pine, and Southern yellow pine (full stem with bark removed) are acceptable for both posts and braces. Basis for Rejection: Posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, or at a point 2 inches or more from the center of the post. Posts that are charred, twisted, rotted, or excessively bent are not acceptable. Seasoning checks, single or opposite each other with a sum total equal to or more than 1/2 the thickness of the post are not acceptable. The delivery address is Bureau of Land Management, Shoshone Field Office, 400 West F Street, Shoshone, Idaho 83352. The FOB Point is destination. More than one contract award may be made under this solicitation. Bidders may bid on a single line item or any combination of line items. Award will be made to the lowest responsive, responsible bidder based on each individual line item or a combination of line items that is most advantageous to the government and within available government funds. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.204-07, 52.211-05, 52.219-06, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-06, 52.225-01, 52.232-33, 52.232-36, 52.246-02, 52.247-34.
