- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ060027. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 212321. This solicitation is set aside for small business concerns. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. Description of Work: Work consists of the delivery of 1,680 cubic yards of 3/4-minus road base mix, and 2,460 cubic yards of sub-base aggregate at the Hemingway Butte Road located along Reynolds Creek Road, Owyhee County, Idaho; Lower Reynolds Parking Area located 4 miles south of Hemingway Butte Trailhead Road; and Upper Reynolds Parking Area located 6 miles south of Hemingway Butte Trailhead Road. The line item numbers are: Item #1 (Option One) Delivery of 3/4-minus road mix base material meeting AASHTO 147 specifications to Hemingway Butte road and parking lots. Quantity 1,680 Cubic Yards. OR Item #1 (Option Two) Delivery of 3/4-minus road mix base material with state and/or county certification to Hemingway Butte road and parking lots. Quantity 1,680 Cubic Yards. NOTE: ITEM #1, ONLY ONE OPTION WILL BE AWARDED. THE GOVERNMENT WILL AWARD THE OPTION THAT PROVIDES THE BEST VALUE. Item #2 - Delivery of 6" minus sub-base aggregate (pit run) to Hemingway Butte road and parking lots. Quantity 2,460.00 Cubic Yards. Location: 1. The Contractor shall supply: 190 cubic yards of 3/4-minus road mix to the Hemingway Butte Trailhead Road 1,300 cubic yards of 3/4-minus road mix to the Lower Reynolds Parking Area 190 cubic yards of 3/4-minus road mix to the Upper Reynolds Parking Area Sub-Base Material (pit run) - The pit run shall be in conformance with highway construction material specifications as referenced in Section 1.3: AASHTO T-11 and T-27; and state and/or county certified. The Contractor shall supply: 280 cubic yards of 6"-minus aggregate (pit run) to the Hemingway Butte Trailhead Road 1,900 cubic yards of 6"-minus aggregate (pit run) to the Lower Reynolds Parking Area 280 cubic yards of 6"-minus aggregate (pit run) to the Upper Reynolds Parking Area Government Furnished Materials: Flagging and Steel Post Staking - the Government shall provide the flagging and steel post staking for the delivery point on the project sites. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-03, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable.
