Description
The Naval Surface Warfare Center, Carderock Division, intends to issue a solicitation for a Blackwater and Graywater Treatment System for a United States Coast Guard Cutter. This is a fully automated, self-contained treatment system that provides treatment of blackwater and graywater found on the ship which is equipped with blackwater vacuum collection and graywater gravity collection systems. Treatment systems must provide the entire process required to treat incoming wastewater mixture in accordance with this specification. Offerors will be required to submit technical and cost proposals. This will be an unrestricted solicitation and award will be made to the offeror whose proposal represents the best value to the Government. On Tuesday, 04 April 2006 a pre-solicitation site visit will be conducted on board the USCG BLUEBELL located in Portland, Oregon. Since the Coast Guard Cutter is an older ship, complete and accurate configuration drawings showing service interfaces such as electrical, sea water, drains, ship service air, etc. as well as potential integration interferences are not available. The specification has maximum dimensions identified but contractors are invited to propose ways to optimize the space available on the ship based on the type of Marine Sanitation Device the offeror is considering proposing. Offerors are urged and expected to inspect the site and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Offerors must contact the contract specialist, Camille Mesquita at camille.mesquita@navy.mil by 24 March 2006 order to register for the site visit and obtain details. The solicitation is expected to be released on or about 10 April 2006. Solicitation packages will only be available electronically and! no hard copies will be sent. All interested parties may download the solicitation and any amendments at http://www.neco.navy.mil or http://www.fedbizopps.gov after the release date of the solicitation.
