Description
The Department of Agriculture (USDA), Agricultural Marketing Service (AMS), Cotton Program, 3275 Appling Road, intends to acquire armed/unarmed security guard service for the period beginning April 03, 2006 through April 02, 2007. This solicitation will be 100% small business set-aside. A firm fixed priced commercial item contract is contemplated. Submit faxed quotations to 901-384-3033 Attention Amanda Stollings. QUOTATIONS ARE DUE MARCH 24, 2006 BY 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. NAICS 561612 with a SMALL BUSINESS SIZE STANDARD OF $10.5M. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 05-08. Applicable FAR clauses are incorporated by reference; Prompt Payment 52.249-1 (4/84); Changes—Fixed Price 52.243-1 (8/87); Instructions to Offerors – Commercial Items 52.212-1 (4/84); Evaluation -Commercial Items 52.212-2 (10/97); 52.212-4 Contract Terms and Conditions – Commercial Items (09/05) 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items. (Sept 2005); ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. All offers must be signed. The current annual manpower is approximate 6100 HOURS, 4420 ARMED GUARD HOURS AND 1680 UNARMED GUARD HOURS. Guard/Security service shall be provided on one (1) shift during off-season operations during the hours of 7:00 am to 5:00 pm, 5 days a week, for the period of April 3, 2006 through April 2, 2007. Only one (1) armed guard is required during single shift operations. When workload requires the operations of multiple shifts, two (2) guards, one (1) armed and one (1) unarmed will be required for each of the additional shifts. The COR will provide the Contractor a minimum of 48 hours notice for multiple shift guard/security service. Peak operations are routinely required from mid-September through mid-December. On occasion, two shift operations are required in the spring, during the periods of March – May. These dates are approximations and are subject to change due to the active cotton harvesting and classification season. The COR will provide a minimum of 48 hours notice for the cancellation of multiple shift guard/security services. Overtime (in excess of 40 hours per week) pay is not authorized under this contract. Evaluation: The Government intends to award a purchase order to the company whose quote conforms to the solicitation, and is technically acceptable, and demonstrates the best value of price, past performance and technical qualifications. For those reasons, the Government reserves the right to award to other than lowest priced quote. The Service Contract Act applies to this procurement. A copy of the DOL prevailing wage # 1994-2495 Rev 29 dtd5-23-2005 is available upon request. Price must include all costs on a per month basis.
