Description
The Defense Information Technology Contracting Office (DITCO) intends to issue a sole source indefinite delivery/indefinite quantity contract to Maden Technologies Consulting, Inc. in support of the U.S. Strategic Command?s (USSTRATCOM) Joint Task Force-Global Network Operations (JTF-GNO) mission of operating the Global Information Grid (GIG). Estimated date of award is 15 June 2006. The proposed contract will consist of a 12-month base period and four one-year option periods. The JTF-GNO requires scientific, technical, and operational support for development, integration, and transfer of advanced computer, telecommunications and information technology research and development for deployment and operations to the nation?s war fighters. The required services shall be provided within secure labs that are Sensitive Compartmented Information (SCI) accredited and provide access to facility-wide networks, which includes but is not limited to: the Joint Worldwide Intelligence Communications System (JWICS), Secure Internet Protocol Routing Network (SIPRNet), unclassified Non-Secure IP Router Network (NIPRNet), and the Internet. Specific services to be provided include: research, development, testing, engineering, technical assessment and evaluation, planning, monitoring, demonstration, technical management, computational and network operations, technology transfer, acquisition assistance, training/educational capabilities/support, and conference/meeting support services. A state-of-the-art multi-media audio/video (AV) system; and classified Video Teleconferencing (VTC) capabilities are also required. The secure environment will include closed areas, facility-wide uninterruptible power supply and 24x7 manned-security with short incident response time, multiple layers of physical and cyber intrusion detection, specialized network support, and physical and logical security. The Contractor?s accredited facility must be located within a two mile radius of the JTF-GNO Headquarters, 2110 Washington Blvd., Arlington, VA., 22204 and Government certification and accreditation of the Sensitive Compartmented Information Facilities (SCIF) must be satisfied no later than contract award. Contractor personnel must also have appropriate level of security clearance (Top Secret, Secret) at contract award. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements.
