RE060790020000 6810-00-249-9354, 6810-00-823-8008, 6810-00-904-9372, & 6810-01-418-1697 IQC, Fixed-Price w/EPA Solicitation number: SP0406-06-R-1726 This solicitation is for Sulfuric Acid, Electrolyte, for 4 NSN(s): 6810-00-249-9354 (Unit bottle contains 1 gallon; D.O.T. Class: 8; Shipping Name: Battery Fluid, Acid; UN2796; Each bottle shall have a secondary seal. Each bottle is to be packaged in a U.N. certified 4G box with sufficient absorbent to contain the bottle contents. Absorbent shall be tested IAW ASTM F716-82 to ensure that the absorbent material used is sufficient to absorb the bottle contents. Closures with metallic parts are prohibited. Diluted 36.5 to 37.5 percent sulfuric acid; Reference Class 3 of specification. Use of alternative test method (i.e. GC or AA test methods) in lieu of those cited in Fed Spec for conforming to impurity requirements cited in Table II of specification shall be approved by the Contracting Officer prior to delivery. Reference specification 4.2.2 ? Approximately 1 liter shall be removed from each sample container. Product testing shall be performed by an ASTM listed test laboratory. Product labeling shall include lot/batch number.); 6810-00-823-8008 (Unit bottle contains 1 gallon; 49.5 percent to 50.5 percent sulfuric acid; shipping name: Battery fluid, Acid UN2796; D.O.T. Reference Class 4 of specification; Container closures shall comply with 49 CFR, Part 173. Steel drum gauge shall be 24.); & 6810-01-418-1697 (Unit container contains 1 gallon; D.O.T. Class: 8; Shipping name: battery fluid, acid; UN2796; Closures with metallic parts are prohibited. Exception to Specification O-S-801F ? Specific gravity shall be 1.255 in lieu of what is stated in Table 1. Diluted 28.3 to 29.5 percent sulfuric acid ? Absorbent shall be tested IAW ASTM F716-82 to ensure that the absorbent material used is sufficient to absorb the bottle contents.); These NSNs are IAW SPEC NR O-S-801F BASIC DTD 03/22/01 AMEND NR DTD TYPE NUMBER OS801-3 (NSN ending 9354) TYPE NUMBER CLASS 2 (NSN ending 8008) TYPE NUMBER CLASS 4 (NSN ending 9372 & 1697); IAW STD NR MIL-STD-129P REFNO DTD 12/15/02 AMEND NR 3 DTD 10/28/04 TYPE NUMBER I SHELF LIFE 60 MONTHS; Critical application item; Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.daps.mil or http://www.dodssp.daps.mil. Solicitation will be issued as an Indefinite Quantity Contract, Fixed Price w/ EPA with one base year plus two option years. Solicitation will not contain progress payments. There currently are Surge & Sustainment requirements only for NSN ending 9354. Pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 11032 for the base and option years (NSN ending 9354); 148 (NSN ending 8008); 224 (NSN ending 9372); & 16 (NSN ending 1697). The Guaranteed Minimum Quantity (Base Year Only) is 2758 (NSN ending 9354); 37 (NSN ending 8008); 56 (NSN ending 9372); & 4 (NSN ending 1697). The Maximum Contract Quantity is 22064 (Base year) & 16548 (Option years) for NSN ending in 9354; 296 (Base year) & 222 (Option years) for NSN ending in 8008; 448 (Base year) & 336 (Option years) for NSN ending in 9372; & 32 (Base year) & 24 (Option years) for NSN ending in 1697. The Minimum/Maximum per order for the base and option years is 2758 / 11032 for NSN ending in 9354; 37 / 148 for NSN ending in 8008; 56 / 224 for NSN ending in 9372; & 4 / 16 for NSN ending in 1697. Solicitation will be issued under the competitive procedures of Full and Open after Exclusion of Sources, as a 100% Small Business Set Aside. These are commercial items. FOB is Destination. Inspection/Acceptance is at Destination. QAP 010 applies. MSDS and Hazardous Warning Label are required. Quantity Variance is plus 5% or minus 5%. Requested delivery is 30 days ARO for NSN ending 9354, 8008, & 9372; 112 days ARO for NSN ending 1697. Automated Best Value System (ABVS) applies. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Stock delivery will be to Richmond, VA (SRG) and Tracy, California (AQ5). This item is not a Critical Safety Item (CSI). Synopsis on Fed Biz Ops will occur on March 30, 2006. The solicitation will be issued on April 14, 2006 with a closing date of May 15, 2006.
