RE06079003000 6810-00-816-1025 & 6810-00-264-6715 IQC, Fixed-Price w/EPA Solicitation number: SP0406-06-R-1729 This solicitation is for Molybdenum Disulfide, Technical for 2 NSN(s): 6810-00-816-1025 (Lubrication Grade; Unit polyethylene squeeze-type bottle contains 10 ounces net weight; Contractor First Article Tests of 5 pounds selected at random from First production lot is required. Tests shall be IAW SAE/AMS-M-7866, PARA 4.4.6 for First Article (Corrosion). Quality conformance tests IAW PARA 3.3 are required. Sample and DD1222 is to be sent to Petro-Lubricants Laboratories, 116 Sunset Inn Road, P.O. Box 300, Lafayette, NJ 07848. Test report shall be submitted on DD1222 to this center, Attn: JDPD/JDTA for evaluation. First article sampling shall be IAW AMS-M-7866 4.3.1. Quality conformance shall be IAW AMS-M-7866 PARA 4.3.2 in lieu of QAP 002).; 6810-00-264-6715 (Lubrication Grade; Powder; Unit can contains 1 pound net weight; First Article/Contractor testing is required. First article sample size is 5 pounds. Tests shall be IAW SAE/AMS-M-7866, PARA 4.4.6 for First article (Corrosion). Quality conformance tests IAW PARA 3.3 are required. First article test report shall be submitted to the contracting officer for approval.); IAW STD NR MIL-STD-129P REFNO DTD 12/15/02 AMEND NR DTD TYPE NUMBER TYPE II SHELF LIFE 36 MONTHS; IAW SAE AMS-M-7866 BASIC DTD 07/01/98. Critical application item; Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.daps.mil or http://www.dodssp.daps.mil. Solicitation will be issued as an Indefinite Quantity Contract, Fixed Price w/ EPA with one base year plus two option years. Solicitation will not contain progress payments. There currently are Surge & Sustainment requirements for all four of these NSNs. Pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 468 for the base and option years (NSN ending 1025) & 548 (NSN ending 6715). The Guaranteed Minimum Quantity (Base Year Only) is 117 (NSN ending 1025) & 137 (NSN ending 6715). The Maximum Contract Quantity is 936 (Base year) & 702 (Option years) for NSN ending in 1025 & 1096 (Base year) & 822 (Option years) for NSN ending in 6715. The Minimum/Maximum per order for the base and option years is 117 / 468 for NSN ending in 1025 & 137 / 548 for NSN ending in 6715. Solicitation will be issued under the competitive procedures of Full and Open after Exclusion of Sources, as a 100% Small Business Set Aside. These are not commercial items. FOB is Destination. Inspection/Acceptance is at Destination. QAP 010 applies. MSDS and Hazardous Warning Label are required. Quantity Variance is plus 5% or minus 5%. Requested delivery is 30 days ARO. Automated Best Value System (ABVS) applies. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Stock delivery will be to New Cumberland, PA (SNG) and Tracy, California (AQ5). This item is not a Critical Safety Item (CSI). Synopsis on Fed Biz Ops will occur on March 30, 2006. The solicitation will be issued on April 14, 2006 with a closing date of May 15, 2006.
