Description

The Flat Stewardship project is being solicited in accordance with Section 323 of Public Law 108-7, the Consolidated Appropriations Resolution, 2003 (16 U.S.C. 2104 note). Congress has authorized the Forest Service to enter into stewardship contracting projects to perform services to achieve land management goals for the national forests and the public lands that meet local and rural community needs. Flat Stewardship project includes: (1) timber harvesting of an estimated 2.5 MMBF; (2) decommissioning of 4.88 kilometers of Forest Service Road No. 2354200; (3) pre-commercial thinning of 208 acres; and (4) option items for the decommissioning of five road segments totaling 10.05 miles. Option items may be exercised at any time on, or before, SEPT 30, 2007. The contract resulting from this solicitation will be an Integrated Resource Service Contract. The project is located in the Hood Canal Ranger District, in the South Fork Skokomish Watershed. The project is located in: T 22 N, R 05 W, Sections 4, 20, 21, 28, & 29; and T 23 N, R 06 W, Sections 16, 21, 35, & 36, Willamette Meridian, Jefferson County. This project is a 100% HUBZone small business set-aside. Offers will be evaluated on; total cost to the Government, considering the offered price for the timber to be harvested and the offered prices for all land management activity contract items, including all option items; technical capability; and utilization of the local work force. Technical capability will be evaluated based upon: experience; past performance; managers, key personnel, and subcontractors; and price realism. All non-cost evaluation factors, when combined, are as important as the total cost to the Government. The non-cost evaluation factors are of equal importance amongst themselves. The estimated start work date is July 01, 2006. The contract performance period is three (3) years, six (6) months. A bid bond is not required. Performance bonds are required. One performance bond is required with the penal amount equal to the offered and accepted price of the estimated timber volume to be removed under this contract. A second performance bond, and a payment bond, is required for the construction items awarded. The proposed contract type is a firm fixed-price. Service Contract Act wage rates apply to all non-construction contract items. Davis Bacon wage rates apply to all construction line items. The applicable NAICS is; 113310 ? Logging, the small business size standard is 500 employees; or 237310 ? Highway, Street, & Bridge Construction, the small business size standard is $31.0 million. The tentative date for release of the solicitation is on, or about, APR 13, 2006. A site visit will be conducted on APR 27, 2006. A pre-proposal conference will be held on APR 28, 2006, at the Supervisor?s Office, Olympic National Forest. Offers are due on MAY 15, 2006. All responsible sources may submit an offer, which shall be considered by the agency. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
