Description
The US Forest Service has a requirement for a Contractor to provide labor, services, material and equipment necessary to remove an existing fence, remove sludge, permit and construct a recirculating sand filter, removal and replacement of sewage lagoon liner and aerators, and installation of a telemetry system including all associated electrical work. Project location: Lake Sherwood Campground, Monongahela National Forest. Work includes site preparation and equipment installation. The performance period is 308 days with an anticipated starting date on or about June 5, 2006. it is anticipated that the solicitation will be posted to FEDBIZOPS on-or-about April 17, 2006. The estimated maximum value of this acquisition is between $250,000 and $500,000. The NAICS is 236210 with a small business size standard of $28.5 Million. The acquisition is expected to be issued under full and open competition procedures. However, the government is considering whether or not to set aside an acquisition for HUBZone Small Business concerns or Service-Disabled Veteran-owned Small Business concerns. In accordance with (1) FAR 19.1305, if your firm is HUBZone certified, or (2) FAR 19.14: if your firm is a Service-Disabled Veteran-Owned Small Business, and intends to submit an offer on this acquisition, please respond by email to mcorse@fs.fed.us or by fax at (812)279-3423. IN YOUR RESPONSE PLEASE INCLUDE THE FOLLOWING: (a) a positive statement of your intention to submit an offer for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope. Please include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. At least two and no more than four references are requested. Your response indicating an intent to submit a bid for this project is required by 5:00 pm (est) April 11, 2006. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Small Business or Service-Disabled Veteran-owned set aside. Contractors are reminded that should this acquisition become a HUBZone set aside, FAR 52.219-3 Notice of Total HUBZone Set-Aside will apply. Should this acquisition become a Service-Disabled Veteran-Owned Small Business FAR 52.219-27 ? Notice of Service-Disabled Veteran-Owned Small Business Set Aside will apply. FAR 52.219-3 and FAR 52-219-27 each requires that at least 15 percent of the cost of personnel for contract performance be spent for employees of the concern. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone set aside, a Small Business set aside, a Service-Disabled Veteran-owned Small Business Set-Aside, or an unrestricted procurement will be posted on FEDBIZOPS.
