Description
This is a combined synopsis/solicitation for contract specialist services. This acquisition will be acquired under FAR Part 12 as Commercial Services. This acquisition is set-aside for Service-disabled veteran owned businesses. Offerors shall submit cost proposals for the services of two people for the period of April 12 ? October 13, 2006. Resumes for proposed personnel shall be submitted with proposed price. The personnel shall be required to meet the following requirements: Knowledge of Purchasing/Contracting Methods and Techniques including small purchasing techniques, basic Federal acquisition, research and interpretation of laws, regulations, and policies and routine negotiated procurement actions. Knowledge of the principles, techniques, methods, and procedures of Government contracting to perform pre-award, post-award procurement actions and aspects of contract administration. Knowledge and skills sufficient to evaluate bids and proposals, recommend competitive ranges, make standard investigations of contractor capabilities concerning financial, personnel, equipment, and managerial resources necessary to fulfill contract terms. Limited knowledge of negotiation methods, techniques, and principles sufficient to work with request for quotations and requests for proposals for standard items. Knowledge and skill sufficient to monitor the progress of contractors with fixed price contracts; to advise contractors regarding contractual requirement limitations; to coordinate requests for deviations from contract specifications; invoice processing to include reviewing payment requests; and recommending approval payment or withholding of partial or final payment. Ability to communicate orally and in writing to present instructions, policy, and/or supporting documentation including contract documents for determinations & findings, justifications, price negotiation memorandum. Proposals will be evaluated on the basis of technical and cost factors and award will be based on best value to the government. The resumes submitted will comprise the technical factors which will be evaluateed to determine if the proposed personnel can accomplish the effort.
