- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-06-789, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 541990 and the business size standard of $6.0 million. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), Fogarty International Center (FIC), has a requirement to procure, on a sole source basis, the services from the International Bank for Reconstruction and Development (World Bank) which holds the copyright to a majority of the chapters included in the second edition of the World Bank Disease Control Priorities in Developing Countries. The Disease Control Priorities Project (DCPP) was to produce definitive technical publications to inform national-level and global-level health policy-making, on the basis of extensive analytical work and consultations with technical experts and policy-makers from around the world. In 1993, the World Bank published a first edition of Disease Control Priorities in Developing Countries, which examined the priority of 25 conditions based on their public health significance and the cost-effectiveness of preventive and case management interventions in low-income and middle-income developing countries. The volume was a companion document to the World Bank?s 1993 World Development Report, Investing in Health. The combined impact of the two publications was to stimulate substantial national and international debate, and to catalyze extensive work on the estimation of the disease burden and the cost-effectiveness of specific health interventions. Both documents have become reference works used extensively by planners, policy-makers, international development agencies, and academic institutions. In August 2002, the Fogarty International Center (FIC) and the World Bank signed a letter of intent (LOI) to publish a second edition of Disease Control Priorities in Developing Countries (DCP-2) in 2005/2006. The DCPP is a partnership between the FIC, The World Bank, and The World Health Organization that collaborated together to oversee the production of chapters for this volume. In accordance with the LOI, the Bank?s role was to undertake all editorial and production processes necessary to publish the volume. As such, the World Bank holds the copyright to a majority of the chapters included in the DCP-2 publication. The project was funded in part by a grant from the Bill and Melinda Gates Foundation. As a continuation of this collaborative project, the scope of work for this phase will be for the value of the book, Disease Control Priorities in Developing Countries, for translation of various chapters of the book as well as the companion volume, Priorities in Health, into six languages (Spanish, French, Portuguese, Russian, Arabic, and Chinese), and for the distribution and dissemination of the book to the appropriate entities around the world, in particular to developing countries as identified by the partners. Additionally, copies will be distributed to additional entities as the partners identify them throughout the dissemination period. The World Bank, as holder and administrator of copyrights, shall undertake to license the Book in print and electronic formats for translation, for local low-priced English language editions, and to electronic content aggregators. The FIC, from the grant provided by the Bill and Melinda Gates Foundation, shall pay all reasonable costs incurred as payment of translation subsidies or purchases from the publishers of copies of the translations in accordance with the legal and administrative requirements. The World Bank, as holder of copyright, shall be responsible for granting permissions to reprint and excerpt the copyrighted portion of the book. The dissemination/distribution of the book is primarily targeted to developing countries and remote areas of the world. The World Bank is the international organization that deals with numerous aspects of developing countries. They are best suited as they currently have more than 100 country offices and approximately 10,000 employees in these offices. The Bank has the infrastructure and processes in place to efficiently handle the dissemination/distribution encompassing a wide net, at a reasonable cost. No other organization has this unique set of abilities and established organization for this scope. The World Bank can fulfill the range of activities required with a level of experience and expertise unmatched by any other organization. To attempt to obtain these services through any other entity would require permission from the World Bank as copyright holder. Additionally, if the permission were granted, additional services to establish the processes would be required to complete the request for translation and dissemination/distribution which would be prohibitively costly and time consuming for the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercials Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotations, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition.
