- This synopsis is hereby amended to change the title from ?Consultation Services for Grant Proposal Selection? to ?SRA Support Services?, change the classification code from ?66" to ?R?, change the NAICS from ?334516 to 541690, and change the narrative to read as follows. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSAL WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intend to negotiate and award a purchase order on a noncompetitive basis to BIOREVIEW Inc., 4847 Cap Stine Road, Frederick Maryland 21703, to provide support services to the Scientific Review Administrators (SRA) by preparing draft summary statements of NIH grant application reviews and by reviewing grant applications for peer review meetings. Specifically, the Contractor shall: 1) attend peer review meeting and prepare summary statements for different grant applications being submitted in response to various grant applications assigned to the NIAMS Extramural Programs, Review Branch. 2) Take notes at the meetings which are to be used in the preparation of the summary statements. 3) Recruit and assign the reviewers for the review of grant applications and scheduling the meeting dates of the review. 4) Assist with mail-out activities such as preparing cover letters to reviewers and assuring proper information is mailed out, etc. The Government will provide office space, a telephone with voice mail capabilities, a desk top computer systems with the capability of handing the IMPAC II system, QVR (web-based) system, e-mail, web, Microsoft Word, and Excel software. The Government will also develop the format for the summary statements and will be responsible for assessing approving the deliverables. The expected period of performance is April 2006 through September 2006. This sole source determination is based on the unique requirements and understanding of the review process, particularly as it relates to the various grants and contract mechanisms. There no other known organization and/or individual who has the in-depth knowledge of the science, process and unique format for drafting scientific summary statements for the wide variety of grant applications and the technical evaluation Reports for Contract proposals. With this experience, BIOREVIEW, Inc. is uniquely qualified to fulfill the needs of the statement of work. BIOREVIEW, Inc. has worked with other ICs at NIH to include NIAMS, and has the necessary experience and training in peer review procedures and policy to assist with a review of this magnitude, complexity, and sensitivity. The North American Industry Classification (NAICS) Code is 541690 and the Size Standard is $6.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisition. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes: a firm fixed loaded hourly rate; documentation of the capabilities of meeting the Governments requirements; at least (3) references documenting successful past performance in meeting the Government?s minimum specification and a proposed plan. The submission is due on April 7, 2006, 5:00 pm. The submission must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
