Description
The Division of Microbiology and Infectious Diseases (DMID) of the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) intends to recompete a requirement currently being performed by Science Applications International Corporation (SAIC) under Contract N01-AI-05421. This solicitation is being issued under Full and Open Competitive Procedures under NAICS 541710 with a size standard of 500 employees. It is anticipated that a single cost-reimbursement, completion-type contract will be awarded for a seven-year period of performance beginning on or about May 16, 2007, with an anticipated total effort of approximately 13 FTEs per year (including core and non-core functions). The DMID, NIAID, NIH supports research to understand, and ultimately prevent and/or treat, infectious and immune-mediated diseases that continue to threaten millions of lives each year. The Parasitology and International Programs Branch (PIPB), DMID, NIAID, NIH, has a requirement for research and development services to support preclinical development of promising candidate malaria vaccines, including process development and pilot lot production, as well as project management capability to efficiently shepherd a candidate vaccine from initial stages of development through to submission of supporting documents for successful Investigational New Drug (IND) submission. Core functions to be performed by the prime contractor should cover overall administration and management, specifically including scientific and technical oversight, project management, regulatory support and general administration. Non-core functions for either the prime contractor or multiple subcontractors shall cover process development, quality assurance/quality control, assay development, initial and pilot lot production, formulation, preclinical evaluation in small animals, and toxicology testing. This RFP will be available electronically on or about April 14, 2006, and may be accessed through the FEDBIZOPPS website and the NIAID Office of Acquisitions (OA) home page at http://www.niaid.nih.gov/contract. All responsible sources may submit a proposal which will be considered by NIAID. This notice does not commit the Government to award a contract. No collect calls will be accepted.
