Description
CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSCEAM-06-Q-00027 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 421610 with a small business size standard of 500 employees. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Tuesday, April 4, 2006 at 14:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Atlantic City , NJ 08405 The DHS-Transportation Security Administration requires the following items, EXACT MATCH ONLY, to the following: LI 001, Level IIIA side opening tactical vest designed to defeat .357 SIG caliber, 125 grain jacketed hollow point (JHP) and the Winchester Ranger SXT 127 grain 9mm JHP ammunition, have an approximate aerial density of 1 pound per square foot and a thickness not to exceed .38?. Must have an internal cummerbund, must have overlapping side and shoulder protection, must be modular in design for attachment of protective upgrades (arm, groin, etc.) and must have front, rear, and side plate pockets for hard armor inserts. Must afford equal protection wet and dry or must be encased or other wise sealed to prevent material saturation. Must have MOLLE system attachment points covering front, back and sides of vest for accessories. Must have a rear drag strap with a tensile rating of 2200 lbs minimum and upper portion of vest front and rear must have Velcro for attachment of ID tabs in addition to MOLLE attachment points. Must be duty-belt length. Must have an edge bolster with rubberized surface to prevent butt stock slippage. Must have rear facing closure to prevent unintentional opening of ballistic protection. Must include removable ballistic collar and neck protection. Must include at least six modular accessory pouches. Must include front and rear 10 inch x 12 inch stand alone Level III + multi-hit polyethylene ceramic hard armor inserts. Average weight of the insert must be under 6 pounds. Hard armor inserts must have multi-hit capability certified to defeat 6 rounds of 7.62mm x 51mm NATO ball ammunition in accordance with NIJ Level III Standard 0101.04. In addition, must be certified to defeat 3 rounds of 7.62mm x 39mm 124 grain armor-piercing (AP) ammunition at a muzzle velocity of 2399 feet per second and .300 Winchester Mag 180 SP at a muzzle velocity of 3031 feet per second. Manufacturer must supply written independent test results from an accredited testing laboratory demonstrating the ballistic performance of the vest. Manufacturer must warranty ballistic panels for a period of five (5) years from date of delivery against defects in materials or workmanship and a one (1) year warranty against material defects or workmanship for the carrier. Manufacturer must possess a minimum $20,000,000.00 product liability insurance coverage., 20, EA; For this solicitation, DHS-Transportation Security Administration intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Transportation Security Administration is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
