Description
The U.S. Marshals Service intends to issue Request for Proposals (RFP) DJMS-06-R-0001 for Court Security Officer services for the protection of the federal judiciary in the 3rd Judicial Circuit (Delaware, New Jersey, Pennsylvania, Virgin Islands), 5th Judicial Circuit (Louisiana, Mississippi, Texas), and the 12th Judicial Circuit (Arlington VA and Washington DC). The contractor must provide all management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided by the Government) and plan, schedule, coordinate, and assure effective performance of Court Security Officer services. The contractor must provide at a minimum, qualified Court Security Officers (CSOs) that have successfully completed federal, state, county, municipal or military law enforcement academy training; that have a minimum of three calendar years experience as a certified law enforcement officer with arrest authority; background investigation; and physical fitness requirements. The Government intends to award a separate contract for each judicial circuit. The resulting contracts will be a firm-fixed price, indefinite-delivery, indefinite-quantity, labor hour contracts with a one-year base period and four one-year options. All options will be evaluated for award purposes. To be considered for award, the contractor is required to submit an offer for all sites within a circuit. The anticipated issue date for the solicitation is on or about March 30, 2006. All questions must be submitted in writing to Maria Alicia Ortiz no later than April 17, 2006. Offers will be due on May 15, 2006. Offerors are to submit a Technical Proposal addressing Past Performance/Contract Management/Technical Ability in response to this solicitation. A separate Business Proposal must be submitted for each judicial circuit. The solicitation will be posted at the world wide web site www.fbo.gov. Hard copies of the solicitation document will not be available. The web site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through the web site. Interested parties are responsible for monitoring the web site to ensure that they have the most up-to-date information about this acquisition. This procurement is being issued under full and open competition. The North American Industry Classification System (NAICS) is 561612. All responsible sources may submit a proposal that will be considered by the agency. Services are anticipated to commence on or about October 1, 2006.
