Description
The FAA publishes this announcement to clarify its November 9, 2005, public announcement regarding its Terminal Automation Modernization and Replacement (TAMR) requirements. The FAA plans to consider and possibly negotiate a proposal to be offered by Raytheon and Lockheed Martin for the modernization of the four Common ARTS 3E systems located at terminal/tower facilities in Denver, Chicago, Minneapolis and St. Louis. The FAA retains the ability to make a determination regarding the proposal based upon whether the totality of what is proposed is within the best interest of the FAA. As proposed by Raytheon and Lockheed Martin the FAA understands the proposal as: The four sites will remain C-ARTS 3E sites. As a subcontractor to Raytheon, Lockheed Martin will replace the aging FDAD displays with Arts Color Displays. LM will also upgrade the processors and local area networks at St. Louis and Minneapolis. After review of a formal proposal submission including cost and price the FAA will determine if this proposal represents the "best value" to the FAA. Such a proposal has the potential to accelerate the fielding of much needed display upgrades. It may also offer the opportunity to reduce long term acquisition and support costs. The FAA reserves the right, in its sole discretion, not to accept the joint proposal from Raytheon and Lockheed Martin should the parties be unable to come to agreement on mutually acceptable terms and conditions, including price. In such an event, The FAA reserves its right to pursue a competition for the TAMR requirements.
