- Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) intends to issue a Request for Proposal to conduct a Freight Efficiency Study, Field Operational Test (FOTs) and Evaluation as a result of Section 1102(e)(2)(A) of SAFETEA-LU. In order to gain the widest dissemination, this notice will be published as a special notice as well as a Pre-Solicitation Notice. The acquisition strategy initially published by FMCSA during the Industry Capability Day in Miami, FL on 9 Feb 2006 has changed. The Government intents to use a two (2) phase approach and anticipates 3 separate procurements of which each will result in one award. Phase One will consist of a freight study that will include identification of freight inefficiencies and wireless technology solution sets. There will be one solicitation issued for this phase. The second phase contracts will not be awarded until the completion of Phase One. Phase Two will consist of two solicitations. One solicitation is for the conduct of field operational tests and the second is to perform an independent evaluation of the field operational tests results. This phase will consist of two separate procurements. The successful vendor from Phase One can also compete under Phase Two. However, any given vendor can only be selected for one of the awards for Phase Two. It is anticipated that the Solicitation for Phase One will be released on or about April 28, 2006. More detailed information as to the type of contract and duration will be included in the Solicitation. Proposals will be due within 30 calendar days after posting of the Solicitation.
