Description
The Human Systems Group, HSG/PSK, intends to solicit, and award a 100% small business set-aside, Firm Fixed Price (FFP) contract(s) for Engineering Services for the design and delivery of Personnel Locator Beacon (PLB) to integrate with the Advanced Concept Ejection Seat (ACES II/III) kits and BA-22 style parachutes. The PLB is a first alert device used to signal rescue forces that an aircrew member has either ejected or bailed out of an aircraft, and is also used to provide homing or location signals for the rescue team. Requirements are listed in the attached Performance Specification dated 15 March 2006. The Statement of Objectives (SOO) and Contractor Data Requirements List (CDRL) will be provided upon release of the RFP. A quantity of 20 each Production Representative PLB sets is required to be delivered six (6) months from date of contract award(s). FOB: Destination. Offeror(s) shall provide support during Government conducted independent Operational Assessment (OA) which includes validation and verification testing as well as form, fit and function; and integration testing at a designated Government facility for the delivered Production Representative PLB sets. The application of the Lowest-Price Technically Acceptable (LPTA) technique (iaw FAR 15.101-2) will be used to evaluate this procurement as follows: The Government will perform a price evaluation as described in the solicitation on all proposals. Proposals will be ranked from lowest priced offer to highest. A decision on technical acceptability of the lowest priced offer(s) shall be determined. A Performance Confidence Assessment will be conducted on these proposals. Only those Offerors meeting the acceptablility requirements will be considered for award. The Government reserves the right to make one, multiple awards or none based on the quality and quantity of proposals received and/or funding availability for this program. It is anticipated that the RFP will be released on or about 13 April 2006. Any concerns regarding this acquisition may be directed to the Contracting Officer. An Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The North American Industry Classification System (NAICS) code for this acquisition is 541330 with a small business size standard of 1000 employees.
