Description

The Southern Region Contracting Center-East, Fort McPherson, GA, intends to solicit for a broad range of real property sustainment, restoration and maintenance of minor construction projects and award two Job Order Contracts (JOC) for Fort Knox, KY. These contracts will be Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and will include approximately 35,000 individual construction tasks. Scope of Work encompasses tasks in a variety of construction disciplines based on the 2006 R. S. Means Assemblies Cost Data, Building Construction Cost Data, Concrete & Masonry Cost Data, Electrical Cost Data, Facilities Construction Cost Data, Facilities Maintenance & Repair, Heavy Construction Cost Data, Interior Cost Data, Light Commercial Cost Data, Mec hanical Cost Data, Plumbing Cost Data, Repair & Remodeling Cost Data, Site Work & Landscape Cost Data, and Square Foot Cost Data Books, modified utilizing the Weighted Average city cost index. This is a competitive HUBZone Small Business procurement. Comp etition shall be restricted to eligible HUBZone small business contractors that are certified by the date that proposals are due. All other offerors are deemed ineligible to submit offers. The North American Industry Classification System Code (NAICS) fo r this requirement is 236220 and the Small Business Size Standard is $31.5 million. The Government intends to award two (2) Job Order Contracts utilizing a fixed coefficient for the base period with economic price adjustments based on the Engineering News Record Building Cost Index (BCI) for the option years. The period of performance will be for a base year of 12 months and four one-year option periods. The guaranteed minimum that will be ordered under this contract, and which will be initiated by one or more task orders, will be $25,000.00 for the base year and each option period thereafter per contract award. The collective estimated dollar value per contract year is $15,000,000.00 however, in no event will the sum of the task order awards from the basi c contract and each option period exceed the estimated maximum of $75,000,000.00 for both contracts. Task orders will be awarded on a firm-fixed price basis after task order competition and negotiation, subject to the availability of funds. Individual t ask orders against the contracts will vary in range from $2,000.00 to $750,000.00. This will be a negotiated procurement and offerors will be required to submit both a technical and a price proposal. The Government will select the two (2) offerors using the Lowest-Priced Technically Acceptable Source Selection Process described in the Federal Acquisition Regulation (FAR) Subpart 15.101-2. The Government intends to award contracts without discussions, therefore, the Offeror's initial proposal shall conta in its best terms offer. Tentative solicitation issue date is on or about April 26, 2006, and will be issued via ASFI.
